a little build.xml hygiene for clojure.contrib

I have just committed a sanity-preserving addition to clojure-
contrib's build.xml. It now looks in a gitignored file
local.properties for build settings, so you can specify:

clojure.jar=../clojure/clojure.jar

once and for all.

Hope others find this useful. If there is some better idiom let me
know and I will fix it.
