Proposal for 1.1 RC1

Hey everyone,
I'd like to propose that we get RC1 out to the public. Here's an idea
I had

1. Rich (or somebody w/ commit access) creates an RC1 branch in git
for both core & contrib.
2. Push to github
3. Builds clojure.jar & clojure-contrib.jar, and posts in the
download section
4. Big RC 1 announcement on main list
5. Wait for bug reports, repeat RC process as many times as
required. Perhaps a new RC each week until we're done?

Anyway, those are my thoughts. Does this make sense?

We're mostly ready, I think. Last commit to master was Dec. 8. Just
need a few things:

1. Changes document. I need someone to help out on Chunked Seqs and
Ref Histories.

2. Maven. Currently, "ant" creates a valid pom.xml, but "mvn install"
still doesn't work.

3. Scripted ZIP packaging for release.

I created a ticket for this,

Then I realized that you can get the same result with Maven Ant Tasks,
as I documented on the ticket. Not ideal, but good enough.
