When a recipe has a formula shown as A25%, B 33%, C42% for example,
is
this to be read as volume or weight? Without any further information
what would you say?

Glaze recipes given in professional publications are almost always
given in weight percentages or parts by weight. When they are
volumetric they usually state the units as in gallons or cups.
Volumetric measures are usually only given in reference to folk
potteries but there are exceptions occasionally. If the recipe does
not say cups, liters, or barrels then your assumption that they mean
weight percentage is almost certainly correct.
