Dead links to 4.3 documentation

A user just pointed out to me that the links on this page are dead:

More generally, it would be nice to consolidate webpages and documentation/links.

I have been working with some of the Scipy/Numpy folks on getting a
good documentation system going and I think we could do a lot of the
same type of thing using github and two repositories containing the
source and built documentation. This would fix a lot of the dead
links that are scattered around all of the documentation and could
also provide a means for doing regression tests.
