parallel bugfixes pushed in latest clawpack commit

David found the source of the parallel bugs I'd noticed awhile ago: https://github.com/clawpack/pyclaw/issues/186

Then fixed them: https://github.com/clawpack/pyclaw/pull/189

I've bumped the top-level clawpack repository to point to the new pyclaw changes.  Riemann and clawutil do not seem to have had any activity this summer but visclaw has moved quite a bit over the last couple months.  Should we bump the visclaw version in clawpack as well?

I would say go ahead and update the pointer.  I have a lot of changes in development to both clawutil (were we going to rename this to just util now?) and Riemann I have been working on this summer but have not had a chance to merge and test them against the code more generally.
