public notifications from agents

Hello.

When test-grid-agent is started, when it submits test results I receive notification by email.

I've just made these notifications public. They are posted to http://groups.google.com/group/cl-test-grid-notifications,
so that anyone can view and subscribe to them.

In particular it may be convenient for those who run tests, it allows to see when your test results are submitted.
