In Google Chrome there is an issue with editing a link on a floated image.

Steps to reproduce:
1. Insert a floated image
2. Add a link to the image
3. Click on the image (optional, as it is already selected)
4. Click on the link icon (to update the added link)

Actual result:
5. The URL is not prefilled
6. Enter a new URL and click on "OK"
7. The URL is not updated.

Expected result:
5. The URL is prefilled
7. The URL will be updated

This works in all other browsers, and it also works on non-floated images
in Chrome.

This issue has been present for quite some while. I however forgot to
report is. I have found a mention of this issue in our own bug tracker
dated 2011-05-05.

The issue can be easily reproduced in the demo available at

I believe this is the continuation of #3846.

**To reproduce:**
1. Create an image with link and align this image to right or left or set
float right/left in styles
2. Right click on image - there are no link options in context menu
3. While having selected image click on link button in toolbar - link URL
is not populated.

Reproducible in Webkit from CKEditor 3.2.2.
