Comment:

FCKeditor is no longer supported. I was developed long time ago and is no
longer compatible with newest browsers in some areas. You can either
upgrade to latest CKEditor 4.x or see this list
http://dev.ckeditor.com/search?q=IE10+FCKeditor. Tickets on that list
despite being marked as invalid or won't fix may have solution provided by
some user.

Perhaps setting compatibility mode to IE7 will help.
