I'm replying late, but I want to second Steven on this. Please take a
quick look (just a glance) at these two forums in the twin cities:

Those are big lists (1288 and 683 members). Note the inclusiveness
(ordinary residents, community leaders, candidates) and the general
quality of the discussions. Has anyone tried this in Toronto? Where
should I ask?

I'm told there's a neighbourhood forum in Leslieville, but that's all:

I've been asking around because our project (Votorola) is headed into
usability tests, but we can only deploy it where people are already
engaged (to some extent) with political issues.
