New M4 pre-release package and IDE for testing

The "dev" IDE Eclipse update site has been updated with the latest M4
build, please test it: http://ceylon-lang.org/eclipse/development/
The command-line distribution is also available for testing at
https://github.com/downloads/ceylon/ceylon-dist/ceylon-0.4-custom-201210241630.zip
