Further to my notice about focus groups to inform the ICT strategy in Education, I have received the following update from the ICT Policy Unit. There is an additional focus group scheduled as follows:
29.09.14 Sligo – Primary Teacher Focus Group

I have queried the scheduling of focus groups in Dublin and/or Cork based on your queries. I have been informed that there will be a Dublin event for sure but no date has yet been furnished.

The focus groups are being organised by the Department with ICS Skills contracted to facilitate the sessions. Any decisions to run or cancel focus groups are taken by the Department, not ICS Skills. The Department have enlisted the assistance of the Education Centres in recruiting teachers for the sessions. The Education Centres have contacted the schools in their areas and passed on the details of the focus groups to them.
The Dublin focus Groups due to take place on the 16.09.14 were cancelled as no teacher had registered to take part. It is of utmost importance that if a teacher wishes to attend a focus group that they register. We will be rescheduling Dublin Focus Groups for next week, details to follow
In relation to Cork, focus groups for primary teachers and primary parents took place on 17.09.04. The Focus groups for post primary teachers and post primary parents were cancelled due to no one having registered primary parents and only 1 registering for post primary teacher.
Mayo which was due to take place on 23.09.14 was cancelled by the Department due to the low numbers registered.
There are no focus groups scheduled for Galway. The Department made decisions on locations with regard to geographical spread.

Thank you for your email, I appreciate you taking the time to send a copy of your CESI posting to ICS Skills directly. Some of the points are indeed beyond my remit, but I will answer what I can here:

"So, the Department have contracted ICS Skills to conduct a consultation process.
ICS Skills was contracted to moderate and report on the focus group sessions. ICS Skills also provided the ‘booking engine’ for these focus groups through our website. This is the full extent of ICS Skills responsibilities with regard to focus groups. ICS Skills was not asked to promote focus group sessions or to recruit participants.
The Department of Education and Skills enlisted the assistance of the Education Centres in recruiting teachers for the sessions. As far as we are aware, the Education Centres contacted the schools in their areas and passed on the details of the focus groups to them. The schedule was confirmed by the Department with the Education Centres one month ago and any subsequent changes to this schedule are made by the Department, not ICS Skills.
ICS Skills didn't contact schools, despite what has already been suggested.
Although not required to, ICS Skills reached out to its own customer network by email, to help generate interest in the focus group sessions.
They didn't contact the PDSTTE to then inform the CESI list, until it was almost too late.

There is no clear list of all of the intended venues and dates for the focus groups, so that we can work out which venue and date is best for us.

There has been little advance notice of these meetings: the Wexford EC website only had a posting one week prior to the meeting. I don't know about others, but I don't check my local EC website every week.

ICS didn't contact the ICT subject rep for the ASTI; did they also not contact the TUI and INTO subject reps?

Neither ICS nor the PDSTTE contacted the PDSTTE local facilitators in all of the ECs: an ideal group that have contacts in the local area to get attendees.

Is there S&S paid substitution for attending these focus groups?
As far as I am aware, no.
Do principals see the value of these groups, to allow teachers to attend during the school day?
ICS Skills has moderated a number of teacher focus groups to date so I can only assume that yes, some principals do see the value.
Is there travel costs paid for the events?
As far as I am aware, yes.
Finally, I find that in these consultation processes, it is often about forcing a particular agenda, and so information is never given in advance, to allow participants to reflect or consult on proposed ideas in advance. You go in cold, not knowing what to expect, and do not necessarily manage to fully process everything, and then have important points to make, but it's too late afterwards, when you've fully thought them through. There is no documentation currently on the Department website to research/digest in advance.
Anyone who registers for a focus group session through our website receives an information sheet giving some background to the process, an agenda, contact details for queries along with a short survey and a consent form to complete. Ample time is given at the beginning of the focus session to address any outstanding questions that participants may have.
These sorts of situations just disappoint me, because they create missed opportunities, poorly-executed initiatives, and bad policy and practice.
And afterwards, the civil servants say arrogantly, "well, we had a consultation process, so don't complain; you had an opportunity to contribute”."
Prior to these teacher focus groups, the Department distributed surveys to all schools and held a public consultation process via their website, on a Digital Strategy for schools.
