Any indication on the methodology for choosing the schools in each
tranche? It would be nice to know that there will be some defensible
method behind those choices.

According to that release, they're doing it by county. These counties
in 2012:
Cavan
Louth
Clare
Mayo
Donegal
Monaghan
Galway
Offaly
Laois
Roscommon
Leitrim
Sligo
Longford
Westmeath
