"Rebirth" is governed by dependent origination, a consequence of it.
The traditional idea in Buddhism is that those attachments one
maintains throughout his or her life continues from life to life (life
and death are not beginnings and ends in Buddhism, but cyclical).
Today we can see how our thoughts, words and actions each have
consequences (good, bad, neutral) and continue to be worked out
depending on the magnitude of their effect on ourselves, others and
our world.  If you think positively, those thoughts help to create a
happier world for you and others, just as words and actions do also.
We see for example how the increased environmental awareness is
leading to a more environmentally conscious world.

Remember that in traditional Buddhism "rebirth" is not synonymous with
"reincarnation," which is the Hindu idea of an eternal, unchanging
self that travels from one body to another.  In traditional Buddhism,
rebirth implies that only the "attachments" to this earth remain.

Thank you for your question!
