Is there a tiddler which can be installed as a default which will
present a random daily message on login, drawn from some suitable text
file or files?

You can probably find a TiddlyWiki macro to display a different tiddler every time the page is loaded. Try asking on the TiddlyWiki group for that.

Then take a look at the tiddlers: anonDefaultTiddlers, defaultTiddlers and  ccLogin.
