[CCPPETMR/CCPPETMR_VM] spyder asks for updates but updating it would likely fail (#138)

If you start spyder, it will urge you to upgrade. However, due to #121 this will likely break things (certainly so if use apt).

This can be resolved by during creation, making a file ~/.config/spyder/spyder.ini with contents

[main]
check_updates_on_startup = False
