[CCPPETMR/CCPPETMR_VM] creation of VM should work on 16.04 (#119)

Ideally we'd be able to create a new VM on 16.04 anyway, for instance because Azure doesn't have Ubuntu 18.04 yet. (2016 isn't that long ago...).

This will likely be a struggle, see #113. One potential solution might be to use the Gadgetron docker instance as opposed to building it ourselves. Our requirements can then be dropped considerably.
