Hi Mat,
ccTiddly is an Open Source project and it will remain that way. We
(Osmosoft) do provide ccTiddly hosting for internal BT users/projects,
but the source code that runs those services is made available back to
everyone.
Anyone is able to take the work we have done on ccTiddly and recreate
it for their own business and/or personal needs. In fact we encourage
and help people to do that.
We are trying to understand open source, learning as we go. We know
that our contribution back to the community is very important.

Here are my three priorities at the moment, its quite technical, but

ccTiddly Adaptor (1.6.5 - 2-3 weeks away)
I am working to make ccTiddly a good citizen in the TiddlyWiki world.
The next release should allow users to access the syncing
functionality when they have taken a TiddlyWiki file offline.
The ccTiddly Adaptor will also allow us to get TiddlySnip working with ccTiddly.
Improved Debugging Support (1.6.5 - 2-3 weeks away)
This is only really for developers and mainly for me until we
introduce Server Side plugins. Basically if your a developer it
allows you to see whats happening on the server log file from within
the browser.
Server Side Plugins (1.7.? - 3-4 months away)
This will allow for a simplified core by removing openID, RSS , LDAP,
Uploading functionality and moving it into server side plugins. Some
of the code added for BT will also be removed and turned into plugins
released under an open source license.
We hope to make it as simple as possible for developers and system
admin to add functionality into ccTiddly.
I hope to get ccTiddly to the stage where we have a very stable and
simple core with lots of plugins available.

Almost exactly the same except it gets the data from a ccTiddly server

No, TiddlyWeb is the project that your thinking of.
At the moment there are no plans to introduce the bag model into ccTiddly.
Bags will provide a secrity model for TiddlyWeb, ccTiddly's security
model is based around tagging. At some point the client side plugins
will start to merge but the server side functionality will always
remain separate.
