There is a big difference speed catarse.me sites 
Current web server using a nginx +  fusion passenger.
Database tuning is necessary?

Verify if you are using the production environment, if development
environment is active it will be very slow, because object cache and
other wouldn't work

Production mode currently in use
The server specifications are very good.
Site speed is very slow
Click to explore the output takes more than 8 seconds.
But Output 2 seconds when Click to explore the "www.catarse.me"
Active records be improved?
image cache?

If you are using the default PostgreSQL configuration there's a chance that you have a bottleneck in the database queries. But you should use some profiling tool to verify this. The gem rack-mini-profiler is very simple to use and could help you identify the problem.
