processBufferedPacket() in LEACH

Hi all
there is something i don't understand in the processBufferedPacket()
method in LEACH implementation.
after setting the destination of the packet to its cluster head mac
layer using
toMacLayer(TXBuffer.front(), BROADCAST_MAC_ADDRESS);
why don't we use the resolveNetworkAddress(destination) instead of
BROADCAST_MAC_ADDRESS
