The HR Connect program Office in the Treasury Headquarters, the
Departmental Offices, has responsibility for developing and

This position is in a dynamic office responsible for working on a wide
array of interesting human resources and payroll information
technology issues and programs. We are located in the heart of

close to shops, museums, and restaurants.

can grow professionally and may increase your salary to $89,033 in as
little as three years.

DUTIES:
Back to topThe following are the duties of this position at the
GS-13. If you are selected at a lower grade level, you will have the
opportunity to learn to perform all these duties, and will receive
training to help you grow in this position.
•Plan, schedule, and conduct projects and studies to evaluate and
recommend ways to improve interrelated issues of effectiveness,
efficiency and productivity of substantive programs and work
operations. Current measurement practices may be ambiguous and subject
to widely varying interpretations. Under these circumstances, the
employee develops new information about the subject and establishes
criteria to identify and measure program accomplishments.
•Analyze and evaluate program effectiveness in meeting established
goals and objectives. Decisions about how to proceed are complicated
by conflicting goals and objectives that may derive from changes in
legislation or regulatory guidelines, productivity, and or variations
in demand for program services.
•Develop conclusions, options, and recommendations that take into
account and give appropriate weight to uncertainties about the data
and other variables that affect long-range program performance.
•Adapt analytical techniques and evaluation criteria to develop new or
modified work methods, organizational structures, records and files,
management processes, staffing patterns, procedures for administering
program services, guidelines, and automating work processes.
•Analyze management information requirements to develop reporting
systems, including system specifications, data gathering and
analytical techniques, and system evaluation methodology.
•Perform lifecycle cost analysis, cost benefit analysis or economic
evaluation of projects.
•Research and investigate new or improved business and management
practices, and reengineers processes for application to programs or
operations.
•Interact with various levels of program owners to plan, schedule and
conduct projects and recommend ways to enhance (e.g., new
functionality) Human Capital systems and interfaces.
