The severity of the mystery epidemic in Ukraine has been blamed on a ban on
flu vaccines that was imposed in September after a series of deaths, mostly
of children, who had received the shot at government health clinics.

The charge has been made by Oleksy Hromazyn, spokesman for Ukraine's
Ministry of Emergency Situations, who said that the effective absence of flu
vaccinations in Ukraine since September has helped widen and deepen the
impact of the present flu outbreak, according to a report from the German
agency dpa.

Hromazyn commented that every second Ukrainian will catch the flu this
season because of the recent moratorium on vaccines.

The charge will strengthen calls from President Victor Yushchenko for the
Ukrainian population to immediately get inoculated with the new vaccines
despite their severe reservations over the safety of the flu shots.

Hromazyn is member of the National Security and Defense Council, the body
that has been elevated to the supreme authority in Ukraine by Yushchenko in
the wake of an epidemic that is still shrouded in mystery.

Despite the fact that the outbreak is now showing signs of slowing, Ukraine
remains under virtual martial law after Yushchenko announced that anyone to
comply with NSDC orders will be arrested.

A ban on public gatherings and a restriction of movement remains in place.

Government officials have now stated that elections scheduled for January
may now be postponed and a continued state of emergency imposed.

The World Health Organization has praised the actions of the Ukrainian
government, despite acknowledging that the H1N1 virus in Ukraine appears "no
different there than anywhere else" and that any surge there may be due to a
more susceptible population.

The influenza co-ordinator at the European Centre for Disease Prevention and
Control has a different opinion, however, noting that Ukrainian authorities
have "gone over the top" with their response.

Charges that the crisis in Ukraine has been deliberately hyped into hysteria
continue today, with an article out of TIME, highlighting assertions that
politicians on both sides are using the developments to attack each other in
a bitter case of political bickering.

Messages are mixed in Ukraine with Prime Minister Tymoshenko refusing to
speak in favour of the vaccine. "I am not vaccinated," she said in a
television address this week. "I am protecting myself like everybody, with
lemon, onion, garlic, everything that is needed. I think the best way is
simply to protect your health through well-known means."

Meanwhile, in neighbouring Poland, Prime Minister Donald Tusk said Friday
that his government won't buy vaccines for swine flu that have not been
properly tested or from producers who won't take responsibility for possible
side effects, despite events in Ukraine.

"Today we are dealing with great pressure from pharmaceutical firms ... we
are dealing with expectations that hundreds of millions of zlotys (dollars)
will be spent on vaccine while no one wants to guarantee that it has no side
effects," Tusk said.

A total of 109 people have died of flu-related symptoms since late October,
according to the Health Ministry in Ukraine, however only 14 deaths have
been confirmed as a result of the H1N1 swine flu strain.

Ukrainian President Victor Yushchenko has all but declared martial law in
the country as he announced yesterday that the National Security and Defense
Council will become the supreme ruling authority in the wake of a mystery
epidemic sweeping the country.

Yushchenko has made high ranking health ministers members of the NSDC, a
government body consisting of the president himself, the chairman of
parliament, the prime minister Yulia Tymoshenko (pictured), the head of the
Security Service of Ukraine and other high ranking ministers.

Yushchenko told reporters Wednesday night that "the non-fulfillment of its
decisions will be prosecuted," adding "We need to change the system. We need
to change the whole system of the state power organization in Ukraine. We
have no time for remonstrance no time for waiting".

The President reiterated his statements in an official address to the
Ukrainian people yesterday, in which he states "Failure to comply with
[NSDC] orders will immediately result in application to the law enforcement
authorities."

"I instruct the Government and the Ministry of Health to immediately start
preventive and promotional work in areas where there is no epidemic,
targeting primarily the special risk groups," the address reads.

The address also announced orders for the arrest of public health officials
who have allowed public gatherings to continue and failed to ban the
movement of people, calling it "a display of criminal irresponsibility".

"I have addressed the Prosecutor General of Ukraine with the request to
institute criminal charges of negligence committed by first of all the Chief
Sanitary Inspector, Kyiv City Sanitarian and the officials, who, despite
having daily information on the epidemic situation in the country, neglected
it in pursuit of political dividends and ambition," the statement reads.

A further report from Interfax Ukrainia Agency says the Ukrainian Health
Minister Wasilij Kniazevicz has asked the country's top prosecutor to open
criminal proceedings against those who are opposed to the implementation of
the mass flu vaccination campaign.

Yushchenko's address also issued a ban on all flu medicines not recognized
by the Ukrainian government or by the World Health Organization:

"I demand the Government to immediately cancel the existing order of
registration of medical supplies, including vaccines." the address reads.

The address also implores Ukrainian citizens who have shunned the officially
approved vaccinations to reconsider:

"It is generally known that the only way to prevent any infection is
vaccination," the address reads, "As the President I ask you, dear fellow
citizens, to reconsider your attitude to vaccination and do it if necessary,
but only, I emphasize it - only after consultation with the doctor."

" People are dying. The epidemic is killing doctors. This is absolutely
unprecedented and inconceivable in the XXI century." the address continues.

"All the limits have been exceeded - even those under the Constitution that
determine my actions as the President." Yushchenko states.

Yushchenko asserts that there are three types of influenza currently
spreading throughout the country, two kinds of seasonal flu and the H1N1
strain.

The President states that this "may lead to the emergence of an even more
aggressive new virus".

However, WHO has said that the H1N1 virus in Ukraine appears "no different
there than anywhere else" and that any surge there may be due to a more
susceptible population.

Other mainstream reports suggest that British scientists are examining
samples of the H1N1 strain from Ukraine to determine whether the virus has
mutated.

As we reported earlier this week, conflicting reports suggest that the
epidemic in Ukraine is down to an unidentified virus, with some indicating
the virus constitutes a pneumonic plague.

According to the write up at Chechen news outlet Kavkaz Center, the
Ukrainian News Agency Fraza, has reported "it has been confirmed 100%
Pneumonic Plague in Ukraine" and that in order to quell panic only talk of
swine flu has been sanctioned by the authorities. However, Kavkaz is a
questionable source on this matter, given that Ukraine is a tactical and
military ally of Russia.

Other reports have suggested that the epidemic is pure hype being played out
as part of a political struggle between opposition politicians in Ukraine.

Prime Minister Tymoshenko has attempted to reverse the panic by announcing
that there is no swine flu pandemic in the country at all, and that it is
down to "media hysteria" and "politicians' populist statements" in the run
up to January elections.

As this article in The Scotsman highlights, Tymoshenko and Yushchenko, once
allies in the so called "Orange Revolution", are now bitter rivals that are
set to fight it out in next year's elections.

succumbed to a bitter battle for political power that now poisons all
aspects of political life and threatens to wreak serious damage on the

Around 80 people have died in Ukraine from respiratory related illnesses, it
has yet to be confirmed how many were as a result of H1N1 influenza.

Whatever is really going on in Ukraine, the news has sparked a flurry of
reports from conspiracy based websites that are citing a warning made in
August by a man called Joseph Moshe, who claimed to be a former Mossad
microbiologist.

Moshe hit the headlines when he was arrested after a long standoff with
police in LA because he had supposedly made threats against the White House.

Shortly after his arrest, hundreds of comments and reports began to
circulate stating that Moshe had called into a radio show to warn people
about a biological weapon that was being prepared by Baxter International's
Ukraine plant that would be spread via a flu vaccine and would cause a
plague upon it's release.

Moshe's identity as a microbiologist does seem to be verifiable, and Baxter
certainly does have a presence in the Ukraine, as this page with Baxter's
contact information for it's Ukraine office confirms.

Whether Moshe's claims have any basis in truth is up for debate, however, it
now seems an incredible coincidence that he fingered Ukraine as the location
for a specific outbreak.

Anyone closely following the news on swine flu will have noticed that there
are conflicting stories of an advanced pandemic outbreak in Ukraine.

While the mainstream media is reporting that it is a surge in H1N1
influenza, alternative media sources are reporting that it is a new
unidentified virus, while other reports cite witnesses in Ukraine who say
there is no evidence of a pandemic at all.

Last week, according to mainstream reports, such as this one by AFP, Ukraine
confirmed its first swine flu deaths, prompting Prime Minister Yulia
Tymoshenko (pictured) to implement a lockdown, including a ban on public
gatherings, restrictions of movement between regions, imposed quarantines in
nine provinces and the closing of schools, churches and cinemas.

President Viktor Yushchenko has reportedly asked the United States, the
European Union, NATO and Ukraine's neighbours for drugs and equipment to
fight the spread of the virus, according to a statement released by his
office.

Other reports have stated that Yushchenko has asked the Defense Ministry to
prepare mobile military hospitals to deal with the outbreak, prompting fears
that Yushchenko will soon effectively place Ukraine under martial law.

However, according to reports today, Prime Minister Tymoshenko has attempted
to reverse the panic by announcing that there is no swine flu pandemic in
the country at all, and that it is down to "media hysteria" and
"politicians' populist statements" in the run up to January elections.

"I want to underline that we are having a seasonal flu epidemic, which
occurs every year," Tymoshenko told a government meeting also attended by
heads of pharmaceutical companies and medical equipment producers.

The pro-western government of Ukraine is charging that the "lockdown" is
being overplayed by opposition politicians.

A World Health Organization team visiting Ukraine has also announced that
there is no evidence that the country's outbreak is particularly severe,
observations that dovetail with eyewitness reports from people in the city
of Lviv, one of the supposed worst affected areas, who have said that
nothing out of the ordinary is occurring in Ukraine.

Some political analysts also believe that the "pandemic" is political hype.

"Right now all the candidates are weighing their political options, looking
around for a theme, and this is a very hot topic right now. The panic is
there, and they are acting on it," said Konstantin Bondarenko, director of
the Gorshenin Institute, a political think tank.

The Ukrainian health ministry has now said that 22 out of a total 67 deaths
from flu or acute respiratory illness have been confirmed as caused by the
H1N1 virus. Given that the country has a population of 40 million, that
figure can hardly be classed as a worrying one.

Another twist in the take comes in the form of various reports that have
suggested that the Ukraine has actually been hit by an unknown new virus.

"The H1N1 virus which causes Mexican flu has been ruled out," Radio
Netherlands Worldwide reported over the weekend.

Ukraine Health Minister Vasyl Kniazevych backed this up in statements to the
National Radio Company of Ukraine, indicating that the virus is not H1N1.
"The minister noted that the main objective is to identify the virus causing
the disease, which is expected to take several weeks."

Knyazevich has also suggested that the virus could be an already discovered
but different form of influenza, the so-called California A/N1N1 flu.

While others have said the virus constitutes a pneumonic plague, some
suggest the virus is a more virulent strain of H1N1, claiming that the virus
has an affinity for the lungs and that the way it attacks young people
strongly suggests it is a virulent form of H1N1.

Another report suggests that eyewitnesses in Ukraine have reported seeing
light aircraft spraying an unidentified aerosol over the city of Kiev, which
they believe is linked to the so called "outbreak". The office of Emergency
Response in Ukraine has refuted the claims.
