Who guarantees Cambodia's sovereignty in  Cambodia's Constitution?

Article 8  :
The King of Cambodia shall be a symbol of unity  and eternity of the nation.
The King shall be guarantor of the national  independence, sovereignty, and
territorial integrity of the Kingdom of Cambodia,  the protector of rights
and freedom for all citizens and the guarantor of  international treaties.

KING Father  Norodom Sihanouk has written letters urging Prime Minister Hun
Sen and other  senior officials to examine opposition party allegations
that Vietnamese  authorities are encroaching on Cambodian soil.

The letters follow  Cambodian and Vietnamese officials’ criticism of
opposition leader Sam Rainsy  for uprooting six markers along the countries’
loosely defined border in  October.

Sihanouk’s letters urged officials to “consider” Sam Rainsy’s  
allegations. On Saturday, the opposition leader wrote a letter to the King  Father,
saying that villagers along the border in Svay Rieng province’s Chantrea  
district were losing valuable farmland to Vietnam.

Var Kimhong, the  government’s senior minister in charge of border affairs,
declined comment,  noting only that Sam Rainsy’s letter mentions that
villagers uprooted border  posts – omitting his own involvement.

What is Sihanouk doing now?
He was the one who joined hands with the notorious killers to destroy
Cambodia. Now, he is trying to defend Cambodia?

Are you telling us that Sihanouk is a symbol of unity and eternity of
the nation?
Do you know how he flip flop his position just to get his power?
Do you know that he was a part of the notirious killing machine called
the Khmer Rouge?
Do you know that he was a good friend of Vietnamese communists?

And what has Sihanouk done?
He wants the power.
He wanst the image.
He wants everything.
he would do anything for any of those things.
The final draw was when he joined the Khme rRouge movement till
victory. No one shall excuse Sihanouk forthat.
