Problems with Order.ShoppingCart.LineItemPromoList

I've got an application that has linke to CA for a number of years now
with no problems but, over the last week, I've had 2 customers report
that orders have downloaded with values for LineItemPromos despite
there being none on the order. In both cases, these values have been
identical to the shipping value for the orders but, when I've
downloaded those same orders the following day, no promo values have
been downloaded.

Are there any current problems with promo values?

I am not aware of any current problems.  Did all of the orders come from the same marketplace?  Which one(s)?

All the affected orders came from Amazon.

If there is a problem, it will involve the data that the API accesses
rather than the API itself. I can't really help with that here, so it
