I added to article guidelines page

I just added to article guidelines page:

1) Graphical guidelines (we said before we would take png (preferred),
jpg, or gif, no more than 500px wide for inline inclusion).
2) CC-BY requirement / open source suggestion, replacing text that had
become inaccurate.
