Support for global args, starting with --help and --bup-dir

I've just posted three patches that add support for global arguments,
including the --help and --bup-dir (or -d) arguments previously
discussed.

[PATCH 1/3] cmd/help-cmd.py: Use BUP_MAIN_EXE to invoke the correct bup.
[PATCH 2/3] Add support for global command-line options (before any subcmd).
[PATCH 3/3] Add support for a global --bup-dir or -d argument.

Please let me know if you'd like to see any adjustments, or if you'd
prefer that I sumit the patches some other way.

Hi Rob,

I didn't see those emails come in to the list; perhaps your
git-send-email isn't set up quite right?

Reflecting my last email about licensing, if you do send them in,
please add a signed-off-by header (you can do this with 'git commit
-s' or 'git format-patch -s'). I guess we need to start doing this
consistently so people can feel confident that bup's licensing is
valid.
