Yes, it is licensed for distribution with (for example) a custom app. If
you can sell your custom app with it without cost, it would seem logical
that you (as a business) should be able to use it without cost.

IANAL: but I have not heard, or seen, anything that says you cannot use it
for business or commercial applications.
In fact, I know of several ISPs that use SQL Server Express for their sql
server hosting.

The reason I ask is that we have a vendor that is switching their app's
database from MySQL to SQL Server Express, and I was wondering if we could
use it like that. What I mean is...the vendor is logged into our server
doing an upgrade, and he's having troubles with MySQL, so he decided to
switch it to SQL Server.
