Since it worked fine with the Icom rig, that points to the HTX100 transmitter as the likely problem.  It could be a ground loop or mismatch, but since you are using a commercial interface it still looks to me like the HTX100 transmitter .... Maybe try to get a local to listen to it on SSB and see if THAT sounds ok ...?

    I might be able to help (or others in this group). Can you answer:
     
    (1) Are you SURE you are not overdriving the rig?
    (2) Does the HTX-100 transmit and receive OK on SSB?
    (3) Does your set up RECEIVE PSK31 OK but only has transmit problem?
    (4) What is interface and software?
    (5) Version of Windows? or Mac?

    I will answer by # of question.
     
    1--as far as overdriving don't know. Have set Tx audio according to the
    software and also the comport. Tried on 25 watts and 5 watts.
    2--Radio rcv is good. only had 1 qso and that was field day.
    3-- yes
    4--digipan and the rascal II a+

    5-- windows xp pro sp 3....on a dell 1501 laptop
     
    did test with friend and I rcv him on psk clearly with 2 watts out. He
    heard jibberish and a very erratic choppy copy of my signal. Have tried to
    have many qso's on voice no luck.....psk the same.
    I also borrow an icom 713 rig and used my rigblaster. signal was
    heard 1441 miles away in the midwest with 7 watts out.
