I would also love to know, I've set debug=2 in /etc/boto.cfg but there's no additional output to screen, must be in a log file somewhere?

Well I suppose my /etc/boto.cfg wasn't getting found. However if I create the Connection object with kwarg debug=2 then I see the debug output in the console output .
