Brian, do you care whether the courses that teach Rails are mandatory or
not?

FWIW, MIT currently uses Rails in 6.170, which is a non-mandatory
undergraduate class. Students might also use Rails in 6.470, which is a Web
programming competition that takes place during the January term, and is
mostly attended by undergraduates.
