Cutting Down Spam On Border To Border Group

In the past three months, spammers have seemed to find the Friends of the Border To Border Trail Google discussion group.
 
I just went in and banned all the spammers. Also, now anyone wanting to join the discussion group will have to reply to the question of what county the B to B is in.

We also need a rule or consensus about the practice of "cross-
posting." A lot of the small groups or email communities I belong to
have activist members who want to make sure that everyone they know is
made aware of things. Frankly, the practice can be annoying to
some. I have numerous email "identities" myself and use them to
manage the flow of messages I process, but not everyone does that.
Can we agree on a guideline for this group?

Any suggestions for a guideline? Right now, the use of the Border To Border group list is really, really low.
