Hi,
I'm planing to use bp framework for my next project but I have a
design issue.

In my design there is a tab that is placed on the left container
outline, and will slide out when mouse over. Since this tab will be
placed outside bp container I don't know how to implement my design
with bp. Is my tab design possible with bp, and how do I accomplish
this? What do I need to override/edit in bp?

No need to override any of the blueprint code. Just add some custom
styles to your site to get the tab working.
Give your tab a position:absolute and you can move it anywhere you'd
like.

Yeah, of course, you can use the BP styles all the same and it would
make sense if the design allows for it. That way you can minimize the
custom CSS you may have to do and keep your code consistent which will
be great for working on it in the future. However, if you do create
some custom CSS I'd recommend you comment it well and if possible keep
it consistent with the principles that BP uses - this will help you
conceptually and whoever else might touch the code won't have as hard
a time deciphering what you've done.
