Well I had this problem since before Christmas. The problem was
resolved two days after Christmas, but it started again soon after.
Unfortunately the engineers consider this problem solved BUT IT IS
NOT !!!
I have verified my publishing setting and tried to connect with
Dreamweaver, my FTP tool, and there is no problem on that side.
It stops the comments as well as the posts from being published.
This problem is with those who host the blog on their own server and
this is what the publishing status is a few second after trying to
publish an article or an amendment.
Your blog published with errors.
java.net.ConnectException: Connection timed out
java.net.ConnectException: Connection timed out
java.net.ConnectException: Connection timed out
etc...

I had the same problem. Changed the domain settings (according to
another forum thread) and removed ftp just keeping domainname.com.
That fix worked but as of today the problem is back. This is starting
to get really frustrating.

I haven't been able to publish for 2 days now because of this
"java.net.ConnectException: Connection timed out" publishing error.
Can anyone recommend the best alternative to Blogger where I can
publish to my own URL? My subscribers are on the verge of abandoning
my content. Help!
As of Friday morning 1/2/2008, I still cannot successfully publish my
blog to my website.

It last worked the evening of 12/30 (EST). It must have something to
do with publishing to your own server. And maybe when they 'fixed'
the problem others were having, it broke on other servers.
I have verified that I can FTP up and down to my blog space on my
server, so it's not the server.

During my investigation, I found that my LIBOR blog would publish just
fine, but my Prime Rate blog was dead because of this
"java.net.ConnectException: Connection timed out" error. Now, these
two blogs are published to the same domain name:
MY FIX: Go to SETTINGS > PUBLISHING. The first setting is for "FTP
Server." Instead of entering your domain name, enter the IP address,
then try to publish.
It's a good thing I have multiple blogs with Blogger, or I may never
have found this solution. It's also a good thing that, in the Blogger
settings, I use my IP address with some blogs, and the domain name
with others. Of course, I'll be changing to all IP addresses today.
I sincerely hope this works for everyone else. I know how frustrating
a problem like this can be, especially when you have over 100 user
subscribed to your feed!

I have this problem too.
It only affects the blog I publish to http://blog.gusset.co.uk but not
http://weft.gusset.co.uk even though they are on the same server and,
as far as I can see, all of the publishing settings match.
