The 'add page element' box does not appear on the page elements page
on the layout section. Do I need to 'turn' something on to be able to
access this?

Having the same problem and I cleared the cache... still nothing
showing up that will allow me to add an element.  Any other
suggestions please as I am getting frustrated?
