Disabling Dock "Barrier" in window manager

to Blacktree: Secrets
I'm hoping someone with a knowledge of OS X's GUI layer and its window
manager will know how to add this to Secrets, because i've searched
every forum i could think of and haven't found a way to do this.
Is there a way to disable the impenetrable "Dock Barrier" that
prevents a window from being resized to below the dock?
My recent inquiries in this forum have proved fruitless. (http://
forums.macosxhints.com/showthread.php?t=106848)
