GENERAL ENGINEER (COCKPIT VOICE RECORDER SPECIALIST)
Washington, D.C.


Job Location:
Office of Research and Engineering, Vehicle Recorders
Division, Washington, D.C.

Qualifications:
The basic requirement is successful completion of a full
four-year engineering curriculum leading to a bachelor's
or higher degree from an accredited college or university,
or knowledge and understanding equivalent to this
education such as valid registration as a professional
engineer. In addition to meeting the basic entry
requirements, candidates for the GS-11 level must possess
at least one year of appropriate professional engineering
experience equivalent to the GS-9 level or three full
years of graduate level education or Ph.D., or equivalent
graduate degree. For the GS-12 and GS-13 levels, at least
one year of appropriate professional engineering
experience equivalent to the next lower grade is required.
To be creditable, the experience must be directly related
to the below described duties.

Rating and Ranking Process:
Applicants who meet the qualification requirements
described above will be rated and ranked based on the
following Knowledges, Skills and Abilities:

Selective Factors (Mandatory) - Applicants who fail to
establish minimum qualifications in these areas will not
be eligible for referral:
* Knowledge of the mechanics and consequences of digital
signal sampling and storage; digital filtering; digital
signal processing techniques and methods.
* Experience in aviation operations environment.
* Experience writing technical reports.

Quality Ranking Factors (Desirable) - Possession of these
KSAs directly affects the applicant's competitive standing
and enhances referral potential:
* Ability to manipulate voice recordings using advanced
hardware and software analytical tools.
* Ability to analyze sound spectrum from audio tapes.
* Ability to write and present structural/acoustical
analyses of recorded events with underlying physical
cause.
* Knowledge of and experience with approved commercial,
corporate and military piloting techniques, training and
check programs.

Other Significant Factors - The incumbent must be prepared
to travel often on short notice, and often may work alone
at the scene of an accident documenting information and
also conducting interviews of survivors, witnesses and
other persons directly or indirectly involved in an
accident. Investigative assignments may also involve work
at unusual times and for long hours at accident sites
sometimes in remote, rugged, and hostile settings and may
be physically demanding.
* Must possess the ability to remain objective and
impartial during investigations and to demonstrate these
traits to parties of the investigation, the public, and
to the media.
* Must possess the ability to manage time effectively to
permit meeting deadlines both in the field and while in
the office.
* Must demonstrate initiative to keep abreast of new or
innovative processes or techniques in the fields of
electronics, digital signal processing and accident
investigations.

Duties/Responsibilities:
* Serves as Group Chairperson of audio/video tape groups
in marine, railroad, and other surface-vehicle accident
investigations, directing the efforts of technical
representatives from the parties to the investigation,
and leading groups through the development of complete
CVR transcripts. Collaborates with these
representatives, evaluates their input, and prepares a
detailed report of all the facts, conditions, and
circumstances involved. Prepares a comprehensive
analysis setting forth findings and conclusions. Deals
with press, government officials, legislators, industry
officials and the public in the course of an
incident/accident investigation.
* Prepares engine and other sound spectrum analyses from
audio tapes and is adept at using assorted analog and
digital lab equipment to enhance the quality of and
analyze various sounds on audio tapes. Is also adept at
using the video editing equipment.
* Consults with other experts in government, private
industry, and academic institutions regarding the state
of the art in his/her field of specialization to improve
the capabilities of the Audio/Video laboratory; designs
equipment tests, and improves hardware configurations,
design, and maintenance. Modifies and repairs equipment
as necessary. Promotes the development of new types of
accident data recorders, and works with standards
committees in electronic recorder design.
* Assists in conducting special studies to develop new
and improved techniques in aircraft accident
investigation. Writes detailed reports of the facts,
conditions and circumstances involved in the
incident/accident. Presents reports and recommendations
orally and/or writing.

Compensation/Benefits:
Salary Ranges:
* GS-11: $40,558 to $51,295 Per Annum
* GS-12: $45,939 to $59,725 Per Annum
* GS-13: $54,629 to $71,017 Per Annum

Regulation:
Financial interest in certain transportation enterprises
is prohibited.
