If you're looking to authenticate via Basic Auth, you can just curl the authentication endpoint like so:

curl -u "[username]:[password]" -X POST "https://api-ssl.bitly.com/oauth/access_token?client_id=[client_id]&client_secret=[client_secret]"

Could you provide some more information about the exact way you're trying to call the Basic Auth API? Note that this is only to be usd when authenticating your *own* account with either your *own* application or the generic bitly application.
