Is it possible to restrict a user so they can only access the issues
and wiki?
I'd like to create a user for my client so they can raise issues and
use the wiki for support, but I don't want them to be able to access
the code repo. eg I'd like them to only see the Wiki and Issues tabs
when they log in and not see Overview, Downloads, Pull requests,
Source or Commits.

At the moment we don't offer security configuration that fine grained. You can make a repository private, but allow public access to the Issues and Wiki, but not in between.
