There's a piece of freeware called FreeWheel which will enable you to use
the mouse wheel in Toolbook scripts. I can't remeber where I originally
downloaded my version from but you can try here:

Logitech SetPoint makes (for me at least) the mousewheel work in
script editor. But I'm not sure that this will if your mouse is not
from Logitech. It also works on my old IBM T41 notebook touchpad. I
suppose that most software that controls the wheel over the system can
make the wheel work in the script editor.
