In this particular case, Print Artist comes from Sierra Online,
part of Vivendi Universal games (www.vugames.com). You could
contact them.
Registration data is probably in the registry under either:
HKEY_LOCAL_MACHINE\Software\[publisher] or
HKEY_CURRENT_USER\Software\[publisher]
where [publisher] in this case is likely Sierra.

You need to contact the publisher of the product. Most publisher websites
include a support section, where you'll find instructions on how to recover
a lost serial number/key.
It would in almost all cases be illegal for someone to supply you with their
serial number, since that would essentially be a copyright infringement.
(This obviously doesn't apply to open source products, but they don't
typically include a serial number or key).
