Hello, Easter,
Take a look at Alan Levine's collection of resources: 50 ways to tell a story
http://cogdogroo.wikispaces.com/50+Ways
These tools are primarily web-based, and are primarily low-cost/free. They also
get your students using tools that an be accessed from anywhere, and are not
dependent on desktop software/any platform.
Cheers,

Hi,
You already got some good advice about using Web 2.0 apps. If you don't
have internet access, then open source and freeware are the way to go. I
have a couple of past blog posts about open source and freeware.

I too taught a digital media design course in the past and relied heavily on what came with office and on freeware. One can get a lot of mileage from Microsoft Office Movie Maker, PowerPoint and Photo Story 3. A great blog to read about using PowerPoint creatively is http://www.articulate.com/rapid-elearning/
