One suggestion is that Instead of purchasing a drawing program, you and your
students can custom make one with input from EVERYONE in YOUR COMMUNITY(Darw on
your community's pool of talent. First, ask yourself, the other teachers, and
the student what they are currently studying/interested in.

We have used Kid Pix in the past within our district. However, due to
network issues we switched to Pixie this past summer. As a computer
teacher of K-6 students Pixie offers something for students in every
grade level. Pixie offers some advanced features such as creating slide
shows, videos (with voice narration), and publishing to the web. For

Of course Paint is free and already on Windows operating systems. The students
do use it (as do I).
We also have Paint Shop Pro (Corel) for general use. The cost was very
reasonable. It has many of the same tools found in the
much more expensive PaintShop (Adobe). Paint Shop Pro (Corel) is very
appropriate for use in middle school grades for editing their still photos. For
my personal use I do own PaintShop CS4 (Adobe), but only to keep up with a
personal interest in photography.
Scribbles for Mac is very simple to use.

We use TuxPaint (a free downloadable program) for our kids up go grade 6. It
looks very simple, but my students can create some amazing artwork using it,
even in our upper grades. You might want something with more specific
features if you are purchasing, but since it's free and so easy to use, I
would certainly recommend using TuxPaint as well:
