ON THE WIDESPREAD REPRESSION AND HARASSMENT PERPETRATED BY THESERBIAN POLIC=
E AND OTHER AUTHORITIES IN KOSOVA FROM=20
FEBRUARY 11 UNTIL FEBRUARY 18, 1996
February 11th,
PRISHTINA: Tonight, at about 9-10 p.m., some explosions happened in the Ser=
bian refugees' camps in Prishtina, Vushtrri, Mitrovica, Peja and Suhareka. =
There were no persons wounded by these explosions, but material damages. Th=
e police and court authorities did not give yet any statement a bout the ex=
plosions.
BUJANOVC: The police arrested Nebojsha Jovanoviq (22), from the village Sea=
c near Bujanovc, who ad killed Osman Sylejmani (1967), a taxi-driver from t=
he village T=D9rnoc of Bujanovc. According to the Belgrade Serbian daily ne=
wspaper "Politika", the murderer confessed the crime, but he changend evera=
l times his statements in front of the inspectors. According to information=
up to now, the reason or this murder was material motives. The killer aft=
er having committed the crime, took off the number- lates of the victim's c=
ar, a "Mercedes", and tried to burn the victim's body.
PRISHTINA: Enver Bregovina, from the village Mazgit, was summoned for weapo=
ns to the police.
SUHAREKA: The police summoned for weapons Naim Gollopeni, from the village =
Dob=D9rdelan.
KA=C3ANIK: The police confiscated 25 cubic meters of wood at the home of Ne=
zir Ismajl Uka (1949), an employee of the District Court of Ferizaj, living=
in Ka=DEanik, "Ramadan Agushi" str. no 104. The police forced Nezir also t=
o carry the wood to the police station of Ka=DEanik. Arif Halil Guri (1925)=
, a pensioner, and Zeqir Arif Guri (1964) were both of them summoned to the=
police and physically ill-treated.
FERIZAJ: At midnight, the police went to the home of Muhamet Gjinolli and s=
earched for weapons. As he is abroad, the police ill- treated his wife, Flo=
rije Gjinolli, asking her to hand in her husband's rifle, and threatening h=
er that they will take her 13-year-old son as a hostage. In the meantime, t=
he police handcuffed and beat Muhamet's neighbour, Syl=D9 Rexhepi, in order=
to make him testify that Muhamet possesses a rifle. Afterwards, the police=
raided also the home of Syl=D9's father, Adem Rexhepi, whom they arrested =
together with Syl=D9 who was ill, sent them to the security centre where th=
ey were kept until the following day at 3 a.m., and physically ill-treated =
both of them.
ISTOG: Adem Gashi, from the village Vrella, was taken for weapons to the po=
lice station.
SHTIME: There were taken for weapons and physically ill-treated the followi=
ng persons: Rexhep Fetahu, from the village Muzeqina, Zenun Dugolli, from t=
he village Petreshica, and Fadil Muharremi, from the village Zborc, while X=
hemajl Krasniqi and Imer Bibaj, from the village Gllavica, were summoned fo=
r weapos.
February 12th,
KA=C3ANIK: The policeman Boban K=D9rstiq, murderer of the 7-year-old child =
Fidan Brestovci, went together with another policeman to the home of Shaban=
Ramadan Berisha (1954), a farmer from Ka=DEaniku i Vjet=D9r, and asked fro=
m him and his brother, Rasim R. Berisha (1967), a pupil, two rifles and an=
automatic gun. Afterwards, they raided their house, summoned them three ti=
mes to the police station where Shaban was also beaten up, and they asked h=
im to show where are the weapons of their other brother, Halim R. Shabani, =
who is abroad.The police stopped in the street, controlled and physically i=
ll-treated Ibush Isman Vishi (1958), vice-chairman of the local LDK branch =
in Ka=DEanik, and an undergraduated student of literature, from the village=
Dubrava. Afterwards, he was summoned three times to report to the local po=
lice station of Ka=DEanik and to the security centre of Ferizaj. In the vil=
lage Begraca, the police arrested the pupil Blerim Jashar Luzha (1978) and =
physically ill-reated him, in order to make him show the weapons of his bro=
thers, Ibrahim and Muharrem Luzha, who are abroad.
VUSHTRRI: A Serbian police squad entered the Technical High School "Marin B=
i=DEikemi" and arrested the teachers Miran Halili and Hajrullah Fejza. Anot=
her squad searched Xhemajl Tahiri at his home in the village Strofc, and in=
the village Pantina, they searched Avdi Sejda; both of them are abroad. In=
Avdi's absence, the police summoned to the local police station his son, X=
hafer Sejdiu, and his grandson, Imer Sejdiu, from whom the police searched =
weapons. Xhafer was physically ill-treated at the police station, and both =
of them were threatened and provoked. At last, they released them with an o=
rder to report again. Brothers Jakup and Hajdin Hasani, from the village St=
rofc, were taken for weapons to the local police station of the village Pri=
lluzhe.
GJILAN: The police arrested for weapons at his home in the village Ponesh i=
Vog=D9l, Sami Shala (1961), an employee abroad, confiscated his passport a=
nd released him after he had handed in a rifle.
KAMENICA: Ramadan A. Morina and Muser B. Morina were summoned for weapons t=
o the police.
SUHAREKA: The police searched for weapons at his home in the village Dob=D9=
rlan, Naim N. Gollopeni and left a summons to report today to the police.=
=20
PEJA: After the case of the explosion of two bombs, perpetrated "by unknown=
persons" the night before, in Peja were taken to the police the following =
persons: D=D9rgut Bibaj, Agush Ibishi, Zaj=D9 Go=DEi, Selman Rugova, Shaban=
Nikqi, Hilmi Sopi, Ram=D9 Berisha, Mehmet Haskaj, V=D9llaznim Shehu, Gani =
Hajdari and Zeqir Kelmendi. All of them were offended and ill-treated at th=
e police station, while Selman Rugova and Agush Ibishi were also physically=
ill-treated.
SK-NDERAJ: Bexhet Veliqi, from the village Polac, was sent to serve his con=
demnation for keeping weapons without permit, while the police searched als=
o his brother, Shasivar Veliqi, who is presently abroad.
PRIZREN: Liman Tha=DEi, former principal of the Primary School "Ibrahim Feh=
miu" in the village Dushanova, was ill-treated at the school and summoned i=
n order to hand in the school stamps which he already had handed in two mon=
ths ago.
FERIZAJ: A Serbian police squad raided for weapons the home of Feriz Hasan =
Feta, in the village Varosh, and left a summons for his son, Rexhep Feriz H=
eta, to report to the police.
GJAKOVA: The Serbian compulsory health inspectors from Peja closed down the=
ambulance of the Charity Association "Mother Theresa" in the village Pisko=
ta which was inaugurated three months ago.
MITROVICA: Hajrullah Uka, Muharrem Begu and Izet Begu, from the village Shi=
pol, were taken for weapons and physically ill-treated at the police statio=
n.
PODUJEVA: The police went for weapons to the homes of Fadil Ramadani and Av=
dullah Sadiku, from Podujeva, as well as of Adem Syla and Ibrahim Dervishol=
li, in the village Obran=DEa. Ibrahim (70) was also physically ill-treated =
at the police station. On 28th January and 12th February, the police search=
ed at his home Nebih Begolli, chairman of the local LDK branch in the villa=
ge T=D9rnava of Podujeva.
February 13th,
KAMENICA: Shaban Z. Kryeziu, from the village Roga=DEica, was summoned for =
weapons to the security centre in Gjilan. There were summoned for weapons t=
o the police also Imer Shurdhani (1961), from the village Poli=DEka, Halit =
Shkodra (1966), as well as Ajet Deku (1965), from the village Hodonoc. In H=
alit's absence, his wife, Shemsije Shkodra, reported to the police, while i=
n Ajet's absence, GJILAN: his brother, Shefket Deku, who was beaten with a =
plastic truncheon on his hands at the police station, so that he escaped in=
unknown direction the next day.
FERIZAJ: The police raided for weapons the home of cousins Bashkim and Besi=
m Haxhimusa, in the village Doganaj. Three policemen ill-treated at her hom=
e the mother of Shemsi Salihu, chairman of the local LDK branch in Ferizaj.=
Several days ago, the police also had harassed Shemsi's sister.
KA=C3ANIK: Nijazi Nuhi Gavazi (1975), a farmer from Ka=DEanik, was taken fo=
r weapons and physically ill-treated. There were summoned for weapons to th=
e police Avdyl Demir Sopa (1965), an adjuster, Halil Abdullah Sopa (1947), =
an employee, and Xhevat Demir Sopa (1970), all of them living in "R. Agushi=
" str. no. 151. Avdyl was offended and beaten with a plastic truncheon at t=
he police station.
OBILIQ: There were taken for weapons to the police station brothers Haxhi N=
ebih and Vehbi Kelmendi, from the village Millosheva. Haxhi Nebih was badly=
physically ill-treated at the police station.=20
GJILAN: The police stopped in the street the student Sami Sylejmani (1968),=
from the village Zhegrovc, checked his identity, controlled and found on h=
im 900 DM from which they took 100 DM, without giving any confirmation and =
threatened him not to report to CDHRF.
ISTOG: Bali Tha=DEi, from the village Dreja, chairman of the Charity Associ=
ation "Mother Theresa", was taken to the police and interrogated about the =
aid collected for construction of a school in the village Tomoc. On the sam=
e reason, there was taken to the police also Mustaf=D9 Shala, chairman of t=
he local LDK branch in the village Zallq, from whom the police asked the re=
ceipts of collection of money for the construction of this school. Meanwhil=
e, Niman Mavraj, from the village Staradran, was taken for weapons to the l=
ocal police station of Gjurakov.
February 14th,
FERIZAJ: There were summoned for weapons to the police Tahir Abazi, from Fe=
rizaj, and Shefqet Mustafa, from the village Tankosiq. In the meantime, a S=
erbian police squad in the village Manastirc, stopped and provoked in the s=
treet the women Ganimete, Baftishahe and Habushe Muhaxheri who were coming =
back from a medical meeting organized by the Association "Doctors of the Wo=
rld" lead by the American doctor of Albanian origin, dr. Liza Adams.
SK-NDERAJ: Faton Ahmeti (1963) was for the fourth time searched in his hous=
e in Rezall=D9 village. The motive is unknown.
VITI: A police squad consisting of 6 policemen raided the house of Raif Rra=
hmani in Deb=D9llde village, on the pretext of having hidden smuggled goods=
. As the policemen did not find anything, they beat up Raif, his son Izjadi=
n and his brother Muharrem in front of the family members. Afterwards, they=
took Raif and Muharrem to the police station where they were ill-treated a=
nd beaten up.=20
MITROVICA: The police raided for weapons the house of Bashkim Avdyl Ujkani =
in Vinarc i Posht=D9m village, and as they did not find any weapons, they a=
rrested Bashkim and seized his and his brother's passports. At the police s=
tation, Bashkim was physically ill-treated, threatened and released in orde=
r to report again. The next day, for lack of prooves he was released and bo=
th passports were given back to him.=20
VUSHTRRI: Rrahim Syla, from Be=DEuku village, was taken to the police stati=
on, while Ismail Hyseni, bill-collector of the Independent Trade Union of t=
he Ambulance in Vushtrri, was summoned to the police station for the collec=
ted means for the Trade Union, and his passport was seized.=20
GLLOGOVC: Naser Janova, taxi-driver, from Sankovci village, was taken to "i=
nformative talks", only because he had driven the chairman of the local LDK=
branch in Gllogovc in his car from Zabel village to Gllogovc. The police i=
nterfered in the Primary School "V=D9llez=D9rit Frash=D9ri" in Gradic=D9 vi=
llage and ordered the school's principal, Aziz Bardiqi (1953), to take off =
the school's Albanian inscription. As he did not obey, the police left a su=
mmons for him to report to the police station.
February 15th,
GJILAN: Sylejman Salihu (1952), unemployed, living at "R. Sadiku" str. no. =
2, was kept for some hours for weapons at the police station on February 13=
, 14, and 15 and was physically ill-treated. Meanwhile, Sami Sylejmani (196=
8), a student from Zhegrovc village, was sentenced to 10 months of imprison=
ment, for an old revolver he had inherited from his grandfather.
VUSHTRRI: Two Serbian policemen entered the LDK premises in Vushtrri, ill-t=
reated the owner of the local, Gani Maloku, checked the identity of and too=
k all the data from Ibush Jonuzi, Zenun Gjocaj, Sk=D9nder Hajrizi, Halim Mo=
rina, Muharrem Zahiti, Ramadan Zhabari and Merita Bajraktari. A Serbian pol=
ice squad searched for weapons in the houses of Sheqir and Shahin Mehmeti, =
as well as of Sheqir Asllani in Be=DEuk village, while in Strofc village, t=
he police left summonses to report to the local police station in Prilluzh=
=D9 village for Sabit and Hasan Hajrizi.
ISTOG: Mehmet Demaj, LDK activist in Vrell=D9 village, was summoned to "inf=
ormative talks" to the Serbian State Security Center.
GJAKOV-: On February 5, 12, 14 and 15, there were summoned for weapons to t=
he police station and ill-treated the following persons: Sadik, Ramiz, Adem=
, Ib=D9r and Haki Rexha, all of them from Dobrosh village.
SUHAREKA: Ismet Fondaj, albanian former policeman from Pe=DEani village, wa=
s arrested. The motive is unknown.=20
MALISHEVA: "Unknown persons" broke open the door, demolished the offices of=
the LDK branch and Communal Financing Council in Malisheva and confiscated=
some materials from the Information Service. This is the third time that t=
hese premises are being demolished. The police raided for weapons, arrested=
and physically ill- treated Nexhat D. Byty=DEi, from Shkoza village.=20
February 16th,
MITROVICA: Nazmi Ferizi, from V=D9rrnica village, reported to the police st=
ation according to the summonses for three days in a row. The police is exe=
rting pressure and physical violence on him in order to make him hand in a=
revolver.
OBILIQ: On February 12, 13, 14 and 16, there were taken to the police stati=
on for weapons the following persons: Lumni Mjeku, engineer, chairman of th=
e Independent Trade Union of Teachers of the Secondary Schools and teacher =
himself at the Secondary School in Bellaqevc village, Nazmi S. Mjekiqi, Syl=
ejman H. Mjekiqi, Avdyl Sh. Mjekiqi, Behxhet A. Mjekiqi, Bejt=D9 T. Mjekiqi=
, Tafil B. Mjekiqi, Hajrush E. Mjekiqi, Sadik T. Mjekiqi, Amrush S. Mjekiqi=
and Zenel S. Mjekiqi, all of them from Grabovci i Ep=D9rm village.
PRIZREN: The police raided for weapons the premises of the printing-office =
"Grafix-impex" and took for "informative talks" Sherif Bilibani, worker, an=
d Mehmet Tha=DEi, the printing-office's head. The latter was ordered to rep=
ort again to the police station.
February 17th,
PODUJEVA: The police blocked the vegetable and clothes market and confiscat=
ed a great quantity of goods, searched a group of civilians and took some f=
oreign currencies from them that they had with them.=20
DELAYED INFORMATION:=20
PRISHTINA: On Friday, February 9, the police raided for weapons the house o=
f Behxhet R. Krasniqi, "Emshiri" quarter IV/4, and confiscated goods in a v=
alue of around 3.500 DM.
MITROVICA: There were summoned for weapons to the police station the follo=
wing persons: on February 9, Hajrullah Cen=D9 Uka (52), on February 10, Muh=
arrem Mursel Begu (41), from Shipol village, and after they were released t=
hey were ordered to report again to the police station. On February 11 and =
12, the police went into their houses and also into the house of Izet Rizah=
Begu (1962) in Shipol village and again asked weapons from them.
FERIZAJ: On February 8, the police raided for weapons the houses of Abaz an=
d Jakup Zejnullahu in Greme village and left summonses to report to the pol=
ice station for their wives Zeke and Sadije Zejnullahu. The wives reported =
to the police station and after they had said that they do not have any wea=
pons, the police released them, but threatened them that they will take the=
ir husbands, if they ever come back from abroad. Also in Greme village, the=
policemen raided for weapons the house of Ramiz Sejdiu and arrested his so=
ns, Rexhep and Bekim. Ramiz's wife, Sabrije, fainted and was taken to the h=
ospital for medical treatment. On February 8, there were summoned for weapo=
ns to the police station Elez Kosumi and Muhamet Aliu, also from Greme vill=
age, while on February 7, 8 and 9, there was for weapons in the police's ha=
nds Mustaf=D9 Isufi (1924), from Komogllava village, who was physically ill=
-treated at the police station. The police wanted from Mustaf=D9 his son's =
Shaban M. Isufi passport, and in front of him, beat up his neighbour Rrahim=
Ismajli. On January 19, the youngster Enver Selimi (24) was arrested in Fe=
rizaj and was kept for 3 days in prison; while the policemen searched him, =
they found some letters in which "Serbian people were insulted". On January=
23, he was sentenced by the Court for Petty Offenses to 40 days of impriso=
nment, and he was immediately sent to serve his punishment in the prison of=
Prishtina. On February 10, there were also for weapons in police custody S=
hefki and Hamdi Shehu, from Greme village.
KAMENICA: On February 2, Aziz Kastrati, from Kara=DEeva e Ep=D9rme village,=
driver at "Kosovatrans", was expelled from work.
OBILIQ: On January 21 and 23, Nasuf Morina and his son Avdyl Morina (1970),=
from Mazgit village, were summoned for weapons to the police station and w=
ere physically ill-treated. They were also taken and ill-treated in July la=
st year as well. Avdyl brought by a medical report for the injuries he had =
suffered at the police station.

PODUJEVA: On February 9, there was summoned to "informative talks" about we=
apons Sheqir Zeneli (70), from Sibovci village, who together with his son S=
haban, is persecuted from time to time on the same pretext, and they were a=
lways physically ill-treated.
HANI I ELEZIT: On February 9, at the entrance of Ka=DEanik, the police arre=
sted Muzafer Dernjani, vice-chairman of the LDK Branch in Hani i Elezit and=
Ibush Vishi, vice-chairman of the LDK branch in Ka=DEanik, on the motive t=
hat in their car they found two Albanian books containing "subversive propa=
ganda". At the police station, in separate rooms, they were interrogated a=
bout their meeting with Rudolf Perina, charge d'affaires of USA, and with E=
lizabeth Bonkovska, secretary of the American Embassy in Belgrade, in the m=
eeting with the Chairman of LDK Branches in Prishtina. During the police cu=
stody, the policemen brutally beat up Muzafer and ordered him to report aga=
in to the policestation.
SK-NDERAJ: On February 9, the police searched weapons from Sadik and Faik H=
ajra, from Rakinica village.
VUSHTRRI: On February 5, the police summoned for weapons Ragip and Mursel H=
asani, from Strofc village. On February 6, the police searched weapons in t=
he houses of Selman Miftari and Hajredin Krasniqi in Be=DEuk village, while=
on February 9, the police summoned for weapons to the police station Imer =
Salihu, Kamber Ibishi and Hajzer Bojku, from D=D9rvari village.
RAHOVEC: The police raided for weapons the house of Elhami Shtavica, while =
in Opterush=D9 village, there were summoned for weapons to the police stati=
on 8 persons.
FERIZAJ: From February 2 until February 7, there were summoned to the polic=
e station for weapons: Sevdi, Bedri and Isak Blinishti, Ilmi and Shukri Paj=
aziti, from Zaskoku village, Avdi and Fehmi Hajdari and Brahim Jahiu, from =
Ferizaj, and Raif and Rizah Neziri, from Ga=DEka village. Xhevat Ibrahimi, =
member of the chairmanship of the local LDK Sub-branch in Ferizaj, was summ=
oned to the police station.
GJILAN: On February 6, Avdi Bunjaku, from Velekinca village, was arrested f=
or weapons and was physically ill-treated, while on February 8, there were =
summoned for weapons to the police station Mustafa Shala (1974), unemployed=
, and Isa Shala (1951), worker from Poneshi i Vog=D9l village.
KA=C3ANIK: On February 6, 7 and 9, there were summoned for weapons to the p=
olice station Shaban Shefki Gavazi (1929), pensioner, Hilmi Shefki Gavazi (=
1933), pensioner, Beqir Shefki Gavazi (1944), worker, and Ali Nuhi Gavazi (=
1962), farmer, who was also physically ill-treated.
