ON THE WIDESPREAD REPRESSION AND HARASSMENT PERPETRATED BY THE
SERBIAN POLICE AND OTHER AUTHORITIES IN KOSOVA FROM 21 APRIL UNTIL
28 APRIL, 1996.

After the Albanian student Armend Selim Daci (1976) was
murdered by the Serb Zlatko Jovanovic on 21 April in Prishtina, 5
killings of Serbs and two bomb explosions followed; in one of these
bomb explosions, an Albanian child was deprived of life, and three
more children were wounded. All these incidents happened "in yet
unknown circumstances", although the media and some Serbian
political parties hurried to blame "the Albanian separatists" and
do not hesitate to call them "terrorists".
On Monday, 22 April around 9 p.m., unknown persons killed in
the cafe "^akor" in De^an with machine-guns the waitress Stana
Radusinovic (48), the guests Blagoje Okulic from the village of
Boleq, and Gjorgje Dragic (39) from Pan^eva, and badly wounded
Branko Bibic, all three of them employees of "Unikop" in Prishtina.
Almost at the same time, near Mitrovica in a police car, Dragana
Neshic (19), a waitress from Prishtina, was killed, the driver
Slobodan Dudic (38), an employee of SIA in Suhareka, was slightly
wounded. At the same time in Shtime, the policeman Milenko Vucic
(24) from the village of Brusi (Serbia), was killed, while nearby
the railway station of Peja, the policemen Safet Kocan (26) from
Peja, and Zoran Dashic (26) from the village of Gorazhdec of Peja
were killed.
On Saturday, 27 April 1996 around 3 a.m., a heavy explosion
happened in the pit of the constructing enterprise owned by Ekrem
Kryeziu from the village of Dushanova near Prizren, on the Prizren
-Gjakova road. Immediately afterwards, the police blocked this
section of the road. From 5 o'clock in the morning, a the siren of
a police car woke up the inhabitants of this village, creating
panic and fear, in particular to the children. For this incident as
well, the Serbian daily newspaper "Jedinstvo" of Prishtina, without
waiting for any official statement, tries to blame it on "Albanian
separatists", admitting that the explosion was aimed at the home of
Slavko Shqekiq whose son is the commander of the local police
station of Prizren.
At the same day, on 27 April, the night of the muslim feast
Kurban Bajram, in the center of Prishitina next to Radio-TV of
Prishtina, which since 1990 is in the hands of the Serbs and
Montenegrins, a big fire broke out and affected 6 private handy-
craft shops of Albanians.
On Saturday evening in the village of Zllopek, district of
Peja, Avdyl and Xhavit Daci's home with all the furniture burnt
down in mysterious circumstances.
On Sunday, 28 April around 6 p.m., four Albanian children were
badly wounded in a bomb explosion in the village of Lum&madh
(Vushtrri), nearby the Prishtina - Mitrovica road. Nexhat Rifat
Hetemi (1984), a 6th grade pupil of the "Migjeni" primary school of
the village of Stanovc i Ep&rm, died on the way to the hospital;
badly wounded were Arsim Sahit Hetemi (8), Fatmir Sahit Hetemi
(13), and Xhavit Ahmet Hetemi (15). The children were putting
cattle to pasture on a meadow near the street, while somebody threw
from a car the explosive, supposed to be a garnet which spread a
very bad smell after the explosion.
In the meantime, the Serbian police carried out many raids,
arrests and ill-treatments against Albanians as a consequence of
these events. We got informed that the following persons were
concerned: in the district of De^an: Zenun Hasan Mazrekaj, Shefqet
Ismajli, Abdullah Gjikokaj, Ibrahim Ib&rhysaj, Naim Ku^i, Ibrahim
Mushkolaj and his three sons Halit, Faik and Edison Mushkolaj (17),
Kushtrim Mushkolaj (11), Him& Mushkolaj, Ibish Mushkolaj, Skifter
Mushkolaj, Ram& Mushkolaj, Dardan Gjikokaj, Florim Ib&rhysaj; in
the district of Suhareka: Agim S. Ku^i, Osman Sh. Elshani, Shaqir
Kryeziu; in the district of Shtimje: Sami and Dalip Dugolli, Nebih
and Alush Gashi, Osman Emrushi, Dalip Dugolli, Daut Rrusta, Bashkim
Kodra, Bashkim Daut Gashi, Naim Gashi, Mexhid Gashi, Bashkim Halit
Gashi, Ismet Behluli, Halim Baftiu, Nebahate Misini, Hamit Tafa,
Imer Rrusta, Naser Rrusta, Dalip Luma, Abaz Lata and his son Lulzim
Lata (15), Syl& Gashi, Milaim Gashi, Osman Rrafshi, Refki Kadriu
(15), Nuhi Baftiu, a pupil, Mehdi Veliu, Gazmend Arifi, Aziz
Krasniqi, Ahmet Aliu, Dr. Bedri Sadriu, Hasan Avdyli, Bashkim
Ibali, Reshat Sinani, Sami Dugolli, Osman Emrushi, Ismet Jetishi,
Hamit Tafaj, Nazim Kabashi, Ali R. Gashi, Kadri Z. Kadriu, Shaban
Abazi, Rexhep Abazi, Mehmet Alibegu, Ahmet Aliu, Ramush Sylaj,
Bahtiar Gashi, Muhamet Seferi, Sali Seferi, Bajram Latifi, Dalip
Luma, Mujadin Beqa, Shaban Halili, Bashkim B. Beqa, Haqif Qarri,
Kamber Qarri, Osman Rrafshi, Idriz Hoxha, Nuhi Bislimi, an invalid,
Miftar Qerimi, Munish Qerimi, Remzije Veseli, Avdi Duga (N.B.:. in
the district of Shtimje, more than 60 Albanian citizens were taken
to the police, among them also women and children); in
Mitrovica: Uk& Hajzer Hajdini (68), Xhafer Hajdini (15), Dervish
Tafil Kahrimani (30), Yzer B. Gashi (25), Ferki Hasani (22), Nexhat
Sefer D&rguti (16), Shani S. Loshi (28), Besnik A. Gjeloshi (17),
Nysret Dibrani, Muhamet Z. Gashi (19), Esat N. Haliti (21), Ramadan
Rrahman Rexhepi (43), Sabri Bislim Jashari (43), Behxhet Shaban
Shaqiri (49), Osman Hasani (40), Idriz Selaci; Peja- Burim Berisha,
Malush B. Novaj (33), Erton K. Elezaj (20), Argjend F. Husaj (17).
As we know, the only Serb who was arrested, is Zlatko
Jovanovic from Prishtina, the murderer of the Albanian student
Armend S. Daci.

April 21st,

PODUJEVA: Qazim and Fadil Rrahmani were taken for weapons and
physically ill-treated, and Liman Rrahmani was summoned, all of
them from the village of Dumnica e Ep&rme.
SUHAREKA: Three Serbian policemen stopped in the street and
physically ill-treated Mentor (20) and Burim Buzhala (22) from the
village of Savrova, who were going to pick up sand by trucks.
VITI: A Monenegrin police squad stopped and ill-treated the
Albanians Minush Idrizi, Agim Aliu and Fadil Aliu from the village
Buzovik (Viti), on their way back from a journey to Italy, on the
Tivar - Podgorica road at the bridge of the lake of Shkodra.
VUSHTRRI: Hajdin Hasani was raided for weapons, summoned and beaten
at the police station, while Jakup, Ajvaz and Hamdi Hasani, all of
them from the village of Strofc, were summoned for weapons.
KLINA: For "informative discussions" was taken to the police the
former journalist of TV Prishtina Tahir Desku from the village of
Siqeva, who had just returned from the USA. He was interrogated
about the Albanians' political activities in America and about
LDK's activities in Klina. At the same time, there were summoned
for weapons to the police Muj& H. Krasniqi, Salih Sh. Krasniqi from
the village of ^abiq, Hamit and Gani Berisha from the village of
Volljak, and at their homes in the villages of Cerrovik
respectively of Jellovc were searched Sejdi H. Mehmetaj (43) and
Veli Raci, who are temporarily employed in Switzerland.
MALISHEVA: The young man Azem S. Krasniqi (21) from the village of
Burim (Malisheva), mentally ill, deaf and dumb, was found dead on
the territory of the village of Mushitisht (Suhareka), 10 days
after he had left his home.

April 22nd,

VITI: The police confiscated the passport of Rexhep Dob&rjanca from
the village Novosella, who had just returned for holidays from
Germany where he temporarily is employed.
MITROVICA: Abdullah Behram Kelmendi (31), secretary of the Charity
Association "Mother Theresa" in Mitrovica, and Avdyl Tahiri (62)
from the village of Selac, were taken for weapons and physically
ill- treated, while Mustaf& Islami (65) and Iljaz Islami (60) were
summoned for weapons.
KLINA: In the village of Budisalc, the police blocked the street,
controlled the cars and passengers. On the Peja - Fush&- Kosova
line, they took out from the train Lulzim Drelaj from the village
of Budisalc. They checked his identity, offended and physically
ill-treated him.
KAMENICA: On April 20 and 22, Remzush Spahiu from the village of
Mu^iverc, was summoned for weapons to the police.
PRISHTINA: Driton Laj^i and Xhevat Bajrami, students at the faculty
of law in Prishtina, who had participated in the event "Pranvera
poetike '96" (Spring of poesy) in Tetova, were stopped by the
Serbian border authorities at the border with Macedonia.

April 23rd,

FERIZAJ: Rexhep
Xhemajli (60), Shefki (1961) and Hasan Konjufca (1946) from
Ferizaj, Shaban and Nexhmedin Zeqiri, and Nijazi Tahiri from the
village of Balaj were taken for weapons to the police. Nexhmedin
was physically ill-treated by the policeman Boban K&rstiq, murderer
of the child Fidan Brestovci (7). Ramadan Berisha, a teacher from
the village of Mirosalla, from whom was confiscated his passport
some days ago, was summoned to the police, while the passport was
confiscated also from his brother Hyzri Berisha. The police beat in
the street the young man Afrim Sylejmani (25) from Ferizaj, as in
his ID card was written "Kosova" and not "Kosova and Metohia". The
home of Sabit Krasniqi from Ferizaj was raided, and his son Blerim
was searched. Azem Llabjani from the village of Sur^ina, member of
CDHRF's sub-council presidency in Ferizaj, was summoned to report
to the police on 6 May.
VUSHTRRI: The police intervened at the "Marin Be^ikemi" technical
high school, took the ID cards and summoned to report to the police
the principal Qazim Azemi and the teachers Bahrije Krasniqi,
Bekrije Gjyshinca, Muharrem Qirezi, and Ali Miftari. The police
stopped the bus of the teachers and students of the "M. Bekteshi"
high school, and checked the identity of the teacher Beqir Haxhiu
and of the students Xhafer Islami, Ragip Ujkani, Zymber Sadiku,
Naim Saraqi, and Burim Poter^i.
SHTIME: The police raided some families and ill-treated many
citizens in the street, among them Ismet Behluli, chairman of LDK's
Youth Forum. Dr. Ismet Jetishi, physician, Hamit Tafaj, teacher,
Bashkim Kodra, Daut Rrusta, Ramush Syl& Ahmeti from the village
Ra^ak, who was beaten until he fainted, were raided and taken to
the police.
PRIZREN: The police of Shtimje took out of the bus 7 passengers who
were coming from Prishtina, among them Nazim Kabashi from the
village of Randobrava (Prizren) who was coming back from the
hospital of Prishtina, where his wife is treated. The police badly
ill-treated the passengers, while Nazim had to be brought to the
hospital for his injuries.
KAMENICA: Bejtullah Daku (1963) from the village of Rogo^ica, was
summoned for weapons to the police.
PEJA: Halil Dervish Hasanaj (1934) from Peja, who went to the
tourist agency "Kiki" in Prishtina to pick up some money sent by
his daughter from Germany, was taken by the police, controlled, and
they asked from him 2.000 DM. Luckily, Halil had not picked up the
money yet, but the unsatisfied policemen beat him and ordered him
to return immediately to Peja. Halil suffered physical injuries.
GLLOGOVC: The police raided for weapons the family of Fetah I.
Krasniqi in the village of Negrovc, summoned to the police Fetah
and interrogated him about his sons, who are in Germany. The police
summoned for weapons also Bajram T. Krasniqi and Ramadan S.
Krasniqi, also from the village of Negrovc.
ISTOG: Idriz Hysen Bajraktaraj (1956) and Sadri Feriz Blakaj (1960)
from the village of Vrella, were interrogated by the police about
their stay in Albania, while from Cen& Bicaj, also from Vrella and
temporarily employed in Germany, was confiscated his passport.
GJILAN: Isuf Ismaili (1956), a teacher from the village of
Llashtica, Avni Nuhiu (1958), a textile employee and activist of
LDK and CHA "Mother Theresa", and Mahbub Haziri (1970), a student
and activist of LDK's Youth Forum in Gjilan, were taken to
"informative talks" about their political activities.
SUHAREKA: Nearby the old people's home in Shtimje, the police took
out of the bus Shaqir Kryeziu from the village of N&p&rbisht,
checked his identity and beat him for the reason only that "he is
Albanian". Meanwhile in Suhareka, the police beat and took to the
police station the passers-by Agim S. Ku^i and Osman S. Elshani.

April 24th,

DE^AN: The police arrested a Dutch journalist and a camera-man, who
at the LDK offices were doing some research about the circumstances
of the incident at the Serbian cafe "^akor" in De^an.
KLINA: In the village of Muzhevina, the policemen Miomir Ugrenovic
and Sreqko Zhivkovic from Istog, beat Rrustem Gashi (1971) from the
village Prigoda, who was putting the cattle to pasture, until he
fainted. Rrustem suffered physical injuries.
GJILAN: Ibrahim Salihu (1958), chairman of the local LDK sub-branch
in the village of Livo^ i Ep&rm, and Mustaf& Selimi (1955), an
engineer from the village of Bresalc, were taken for weapons to the
police. At the police station, Ibrahim was beaten and interrogated
about his political activities.
MITROVICA: Osman Hasani (40), member of the local LDK sub-branch of
"Bair" quarter, was summoned to the police and interrogated about
his political activities and the killing of Dragana Neshiq on 22
April. Imer Hamz& Baliu (52) from the village of Vidishiq, was
summoned for weapons to the police.
PODUJEVA: At the bar "Evropa", an unknown person threatened the
guests, among whom also two Serbian policemen, and made them leave
the bar. After they had left, the policemen pursued the unknown
person and fired with machine-guns on him. Afterwards, the police
interrogated the owner of the bar Muharrem Fusha, and until late in
the night searched and the passers-by in the street and checked
their identity. Mursel Behrami was summoned to the police station
for weapons and was beaten.
FERIZAJ: Shaban and Nexhmedin Zeqiri from Balaj village, were
summoned for weapons to the police station. Nexhmedin was
physically ill-treated.

April 25th,

VITI: Reshat Halabaku (1970) from Pozharani village, member of the
LDK Youth Forum in Viti, was interrogated about his political
activities and was threatened by the police to give up these
activities. In the meantime, the police interfered at the town
market and plundered a large quantity of goods.
MITROVICA: Nearby the bus station, the private hairdresser shop of
Myshefere Sulejman Miftari (39) was destroyed. The store was built
on a private plot bought by Agim Daj^i, driver of the communal
court's director.
SUHAREK&: Bajram Sopa, principal of the "Gj. K. Skenderbeu" primary
school of Sallagrazhda village, and the principal of the "Vaso
Pash& Shkodrani" primary school of Leshan village were summoned to
the police station.
MALISHEVA: The police again interfered in the market and plundered
a large quantity of goods and foreign currencies. Only from Xhavit
M. Byty^i, 23 years-old, from Shkoza village, the policemen took
500 DM and beat him.
GLLOGOVC: A Serbian police squad consisting of 25 armed policemen
with cars and an armoured car, patrolled in the streets and
interfered in the market and the craftsmanship center, stopping all
civilians and checking their identity.
SHTIMJE: The pupil Aziz Krasniqi (1981) from Duga village, who was
taken out of the bus Prishtina -Prizren, was physically ill-treated
by the police. The houses of Muhamet Seferi, Sali Seferi, Bajram
Latifi, Dalip Luma, Mujadin Beqa, Milaim Gashi, Syl& Gashi, Shaban
Halili, Bashkim Beqir Beqa, Haqif Qorri, Shefqet Qorri, Kamer
Qorri, Osman Rrafshi, Idriz Hoxha, Daut Rrusta, Nuhi Bislimi and
Miftar and Minush Qerimi were all raided. The following persons
were taken to the police station: Osman Rrafshi, Milaim Gashi, Syl&
Gashi, Bajram Latifi, Remzije Veseli, Bashkim B. Beqa and Avdi Duga
(the latter two are children who were beaten in front of their
family members during the arrest). Alush Gashi from Petreshtica
village, arrested on April 23, is still under arrest, while Ahmet
Aliu was released after having been physically ill-treated at the
police station.
OBILIQ: Brahim Shabani and his son Xhevat Shabani were raided and
taken for weapons to the police station. Xhevat was physically
ill-treated there. Both of them were ordered to report again to the
police.
FERIZAJ: Hamit Osmani (1928) was interrogated at the police station
about his two sons Nexhat (1970) and Nexhmedin (1972) who are as
refugees abroad. On April 24 and 25, brothers Shefki (1961) and
Hasan Konjufca (1946) from Ferizaj, were taken for weapons to the
police station and were physically ill-treated, while Daut Rexhepi
and Nexhmije Terziu, also from Ferizaj, were summoned for weapons
to the police station. Banush Ramadani from T&rrn village, was
brutally beaten up by the police on the Bablak - T&rrn road, while
he was coming back after he had taken his sick wife to the doctor.
Idriz Sadiku and Shaip Ramadani, also from T&rrn village, were
summoned for weapons to the police station.
HANI I ELEZIT: Liman and Iljaz Dernjani, Rrahman and Mefail Suma,
and Metush Luma were taken for weapons to the police station and
were physically ill-treated, while Kadri Ballazhi, who is now in
Italy, was searched by the police.
PRISHTINA: The regional council of the so-called "Serbian
Resistance Movement" of Prishtina asked the authorities to stop the
publishing of the Albanian daily newspaper "Bujku" of Prishtina,
because this newspaper was "spreading great Albanian nationalism
and chauvinism". In the premises of the "28 N&ntori" technical
secondary school, 50 Serbian colonists were settled. The Albanian
traders of the green and the clothes market in Prishtina entered
the forth week of their strike. Nearby this market, the police beat
two 17 to 18-years-old Albanian young men. At the "Tauk-Bah^e"
boulevard, the police pursued some children, from whom they only
caught Mentor Raqi (1981), pupil of the "Pjet&r Bogdani" primary
school, living at "Trigllav" road 23, who was beaten up and taken
to the local police station of the "Muhaxher" quarter. At the
police station, he was beaten again and threatened to tell the
addresses of his friends. Mentor suffered body injuries and brought
by a medical report. According to the Serbian daily newspaper
"Jedinstvo", 222 blocks of flats are to be built for Serbian
colonists from Croatia and Bosnia in Babaj i Lloqit village,
district of De^an.

April 26th,

MITROVICA: Fetah Tahiri (35) from Selaci village, was arrested for
weapons and brutally ill-treated.
SHTIMJE: The police arrested the teachers Shaban Abazi and Bahtiar
Gashi of the "Hasan Prishtina" primary school of Godanc village.
PODUJEVA: Enver Shabani, member of the local LDK chairmanship of
the LDK branch in Pollat& village, and Salih and Shaban Shabani
from Kokorovica village, were summoned for weapons to the police
station.
FERIZAJ: Muhamet Byty^i from the village of Mirash, temporarily
employed in Austria, was taken 23 times to the police during this
month. Also his brothers Fatmir (7 times), Bashkim and Naim (2
times), and Muhabi (5 times), who was brutally beaten, were taken
to the police station.
PRISHTINA: In the village of Devet-Jugovic, three policemen beat
without reason the children Arben Gubetini (15) and Mirsad Osmani
(15), pupils of the "A. Z. ^ajupi" primary school. The policeman
Zoran Qirkovic searched from them their ID-cards and threatened
them, because they are learning in an Albanian school and not in a
Serbian one.

April 27th,

MITROVICA: Nearby the bus station, the police arrested and brutally
physically ill-treated Kujtim Halil Halili (24) from the village of
Prekaz i Ep&rm (Sk&nderaj). The reason is unknown.
Around 9 p.m. till midnight, a car circulated in the streets
and provoked the citizens turning on the lights and targeting the
passers-by.
PODUJEVA: The Serbian police blocked the green-market, controlled
and checked the identity of the people being there. Meanwhile, more
police forces were circulating in the town, among which also four
cars coming from Prishtina.
FERIZAJ: The police blocked the market of the town and plundered
food and other articles in a value of some tens of thousand DM.
KAMENICA: Bajram Kryeziu (1955) from Rogo^ic& village, vice
chairman of the Sub-CDHRF in Kamenica, and Refik N. Kryeziu (1957),
also from Rogo^ic& village and LDK activist in Kamenica, were
summoned for weapons to the police station, but they were also
interrogated about their political activities.
PRISHTINA: In the night of the muslim holiday Kurban Bajram, the
Serbian police followed all Kurban traders in the streets of
Prishtina, as well as the vegetable and clothes traders.

DELAYED INFORMATION

PRISHTINA: On April 16, the Serbian authorities of interior affairs
seized the passport of Ali Podrimja, a very well-known Albanian
poet, who was not able to attend an international event for
writers on April 20, in Tirana because of this reason. During this
event, Ernesto Sabato, a poet from Argentina of Albanian origin,
was granted the "Kadare" award; Mr. Podrimja was supposed to be a
member of the jury. Hamdi Musa, former railway employee in
Fush&-Kosova, was expelled from his flat in "Dardania" quarter,
SU/4/1D2 in Prishtina, were he had lived for 14 years. In this flat
now, the secretary of the Serbian railway director, who has a flat
also in Obiliq, was settled..
PODUJEVA: From April 3 until April 16, the police searched weapons
from Hamit Blakqori, Idriz Uka, Imer Maqkaku, Rizah Fazliu, Hajdin
Hajdari and Hilmi Osmani in Podujeva, from Isuf Latifi, Sadik
Behrami, Selman Mahmuti and Jahir Latifi in Pollata village, and
from Halim and Bekim Hamiti in Dumnica village. From April 16 until
April 20, the police searched weapons in the houses of Xhafer
Batanica, Ahmet Mehana (who was beaten in front of his family
members), Jahir Mehana, Fehmi Potera, Januz Halimi (who was
physically ill-treated), Shemsi Latifi, Selim ^itaku, Rexhep
Gimolli, Kadrush Gimolli, Avdi Bajoku, Hamdi Ajvazi, Xhevat
Behrami, Mursel Behrami, Januz Halimi, Vesel Jaha, Bajram Ojaca,
Ajet Oraca, Muj& Ojaca, Latif Selmani (who was beaten in front of
the family members, his house was raided and all the furniture was
demolished) and Rrahman Jashari, all of them in Podujeva; the
houses of Avdyl Avdullahu in Mirovc village, Qazim Mahmuti in
Obran^a village, Sheqir Zeqiri (who was beaten in front of the
family members), and Muharrem Polomi in Halabak village, Sadik
Behrami and Hajdin Ademi in Pollata village. On April 20, the
police went into the house of Nexhip Hajdini in Bellopoj& village.
As Nexhip was not at home, the police arrested his wife and
physically ill-treated her. On April 20 around midnight, the police
raided the house of Latif Selmani and physically ill-treated him.
He suffered body injuries. On April 20, the police blocked the
green market, searched the passers-by and checked their identity,
and plundered goods and foreign currency. Thus, from Selim Maliqi
the police plundered goods in a value of 300 DM, from Beqir Ferizi
in a value of 700 DM, from Muhamet Tullari in a value of 600 DM,
from Habit Gashi in a value of 200 DM, from Albert Beqiri in a
value of 130 DM and from many others.
DRAGASH: Bedri Halimi, chairman of the Sub-CDHRF in Dragash, was
stopped, searched and interrogated by the police. On April 15 and
18, Jetullah Shabani (1961) from Kuk village, was summoned for
weapons to the police station.
GLLOGOVC: On April 20, the police raided the house of Elez Plakiqi
(65), farmer, and physically ill-treated him and Hafir Plakiqi
(1967), metallurgist from Nekoci village, on the pretext that in
their house, they hid some refugees from other districts. On April
14 and 15, the police stopped in one of the streets in Prishtina
and physically ill-treated the students Agim Tha^i (1976) from
Llapushnik village (Gllogovc), and Mehdi Krasniqi (1973) from
Lladroviq village (Malisheva).
MITROVICA: On April 19, the police for the third time searched
weapons in the houses of Hakif Jashar Jashari (60) and Sherif Zenel
Jashari (58) in Vinarc village and left summonses for them to
report to the police station.
FERIZAJ: On April 16, Milaim Veseli from Greme village, was twice
summoned to the police station and was brutally beaten up. On April
17 and 18, the following persons were taken for weapons to the
police station: Ali Nuhaj, Feriz Reka (70) and Lumni Reka (26) from
Nerodimja village. On April 20, Ismet Sadiku, member of the LDK
chairmanship, was summoned to report to the police station.
KA^ANIK: From April 5 until April 14, there were taken for weapons
to the police station: Nexhadi Ajet Luta (1966), farmer, Shaban
Hisman Mulaku (1951), farmer (physically ill-treated), both from
Ivaja village; Ziber Shefki Luma (1963), political activist, Shaip
Luma (1969), medical student, Ekrem Luma (1964), farmer, and Rexhep
Mejdi Luma (1960), theologian, all of them from Gllobo^ica village.
RAHOVEC: On April 20, the police interfered in the "Ramiz Radiku"
secondary school and in two classes of the high school of Krush& e
Madhe village, arrested and kept for 5 hours under arrest the
school's librarian Bajram Nalli.
KAMENICA: On April 10, the police arrested for weapons and
physically ill-treated Zenel B. Ruhani (53), and summoned for
weapons Hamz& Rashiti (57) and his son Hamit H. Rashiti, all of
them from Zaj^evci village.
VUSHTRRI: On April 16, 17 and 18, Bahri and Sherafedin Hasani from
Strofc village, were summoned for weapons to the police station. On
April 19, Zenel Latifi from Sllatina village, was summoned to the
police station.
GJILAN: On April 15, Riza Aliu (1948), worker, living at "R.
Sadiku" 11/6, was sentenced to a term of 1 year's imprisonment by
the Serbian district court, for participation in the demonstrations
of 1990, even though he had served two months of imprisonment for
the same "delict" in 1990, when he was sentenced by the court for
petty offenses. On April 16, Selami Leka (1958), living at "A.
Ajeti" IV/29, was arrested for weapons and ordered to report again
to the police station on April 18 and 24, when he was physically
ill-treated.
SHTIME: On April 20, Ruzhdi Hamdi Jashari, machine engineer and
teacher of the "Naim Frash&ri" primary school in Shtime, was kept
for 4 hours at the security center of Ferizaj for "informative
talks", and he was interrogated about his political activities.
This is the fifth time that he was interrogated by Serbolub
Vujinovic, Serbian state security inspector.
FUSH& KOSOVA: On April 20, the police raided for weapons the house
of Ibrahim Ahmeti, chairman of the local LDK sub-branch.

Albanian soccer authorities said on
Thursday they planned to modernize three stadiums to allow domestic
clubs to participate in all European competitions.

Soccer association official Gjergj Thaka said stadiums in Tirana,
Durresi and Kavaja would be revamped.

UEFA had asked Albania to modernize one ground for European matches.
Qemal Stafa, the main national stadium in the capital, is already
being renovated for World Cup qualifying matches starting in October.

Thaka said financing the work was a problem as Albanian soccer clubs
could not afford big outlays. Scores of Albanian players have joined
foreign clubs in recent years, dissatisfied with domestic salaries of
$100-$300 a month.

ON THE WIDESPREAD REPRESSION AND HARASSMENT PERPETRATED BY THE

SERBIAN POLICE AND OTHER AUTHORITIES IN KOSOVA FROM APRIL 28 UNTIL
MAY 5, 1996

April 29th,

The Serbian authorities sent back to Germany the Albanian
citizens from Kosova, who on 20 April came back by plane with their
Yugoslav passports, were stopped at Belgrade airport until today
and were not allowed to go to their homes in Kosova. The names of
the persons concerned are as follows: Aziz Berisha from Suhareka,
Avdullah Kryeziu from the village of Pagarusha, Shefki Llugaxhiu
from the village of Vraniq, Idriz Kaliqanaj and Ymer Gashi from
Peja, Ramadan Krasniqi, Haki Gaxherri, Avdullah Hoti, Kasim
Milaimi, Mexhid Sylejmani and Nadire Beraj.
Reuter Agency had informed before that "11 Albanians are kept
at Belgrade airport and are not allowed to go to their homes
although they are in possession of valid passports". Meanwhile,
Reuter Agency informed that the Helsinki Committee for Human Rights
of Serbia directed a protest to the Belgrade authorities accusing
the Belgrade government for prevention of the legal entry of ethnic
Albanians who are in possession of Yugoslav passports.
FERIZAJ: A Serbian military superior with another person shot with
fire-arms on the "Pashtriku" bakery, owned by Osman ^o^aj in
"Leningrad" street. Ramadan Berisha, a teacher from the village of
Mirosala, who was taken for weapons to the police station on April
24, was summoned again to the security centre of Ferizaj.
PRIZREN: More than 15 policemen raided for weapons the home of
Sylejman Mazrreku, "Ismajl Qemajli" str., in the village of
Dushanova, demolished the furniture, interrogated his wife and the
children about weapons and left a summons for Sylejman to report to
the police.
MITROVICA: The police beat at their working place the employees of
"Elektrokosova" Esat Isa Pula (47) and Halil Meholli (44), on the
pretext that they had turned down the lights on 26 April at 9 p.m.,
as a sign of commemoration for the student Armend Daci, killed in
the street by Zlatko Jovanovic. Esat and Halil were not at work
that night.
The police stopped in the street Bajram Jetish Ferizi (55)
from the village of V&rnica, who was driving by tractor together
with his wife Shefkie (50), and his daughters Selvije (25) and
Bukurije (12) to see a friend. He was ordered to let 30 dinars in
a cafe near there. When they returned, the police stopped Bajram
again and asked from him to pay again the "fine". As he refused,
the police took him to the police station of Sheshi i Vjet&r
(Stari-T&rg), and meanwhile, Bukurije fainted on the tractor.
Afterwards, the police arrested Bajram and kept him for two hours
at the police station, in order to make him tell to whom he gave 30
dinars.
SUHAREKA: The principal of the "Gjergj Kastrioti Sk&nderbeu"
primary school in the village of Sallagrazhda Bajram Sopaj was
taken to the police station for the third time; as before, the
police confiscated at the school the documentation and the stamp,
as well as 1.000 DM determined for the teachers' salaries. This
time, the police was searching for a printing machine and
threatened the principal that he will be taken to court.
PODUJEVA: Shefki Zuka from Podujeva, a guard in "Elektroekonomia e
Kosov&s" enterprise in Obiliq, was threatened by two unidentified
Serbs with a rifle and taken from his working place by force. Later
on, Shefki was interrogated at the Serbian state security centres
in Podujeva and Obiliq.
Valon Maqedonci, a skillful worker and owner of a private shop
in Podujeva, was arrested by the police of Podujeva and brought to
Prishtina, where Serbian inspectors "tested" him for two hours what
kind of weapons he possesses, in which terrorist organization he
is, where he was for military drills, etc.
ISTOG: Qerim Demaj, former commander of the local police station in
Istog, who returned yesterday from Switzerland where he was
temporarily, was taken today by the Serbian security authorities
and was interrogated about "the functioning of the Ministry of
Foreign Affairs of Kosova" for 5 hours.
The Serbian state security inspectors of Peja arrested at his
home Florim Mehaj from the village of Dubova e Vog&l (Istog) and
threatened in front of his family members that he will be kept as
a hostage, until his brother Beslim Mehanaj will report, for whom
it is supposed that he was sheltered in Croatia a long time ago.

April 30th,

BUJANOVC: At the district court, the trial of Sevdai Hyseni, author
of the satiric poetry book "When destiny smiles to you", was
postponed, as the accused asked to have the defence in his mother
tongue. The International Helsinki Federation, the Helsinki
Committee of Kosova, and the Helsinki Committee for Human Rights of
Belgrade, had protested against this arrest and had asked for the
release of the accused. The Belgrade Helsinki Committee had engaged
the lawyer Ninko Miriq for the defence of the accused.
PODUJEVA: The police arrested for unknown reasons Idriz Bajra (40).
Jakup Shala from the village of Konshevc, was arrested and
immediately brought to Prokuple to serve the term of 30 days'
imprisonment.
KAMENICA: The police searched weapons from Zejdi Hashani and Zylfi
Tha^i from the village of Mu^iverc, although they had handed over
weapons before. In the village of Hodonovc, the police searched
Alush Sylejmani who is in Switzerland.
MITROVICA: The policeman Ratko Antonijeviq and another policeman
arrested Shukri Mehmet Musliu (34), "Tavnik" quarter, kept him for
4 hours for "informative discussions" related to the killing of
Dragana Neshiq (19) one week ago, and brought him by a police car
to another prison. On the same motive, the guards Bexhet Asllan
Peci (32) and Enver Bajrami (42) were arrested, accused that "they
always are following the police's moves and inform CDHRF and LDK of
Mitrovica about it".
GJAKOVA: The police raided twice the home of Sali Sylejmani who is
temporarily employed in Germany. Two days ago in Gjakova, Sali's
wife Myrvete Sylejmani (43), who had died in Germany was buried.
With all the necessary documentation, she was brought and buried in
her homeland. In Sali's absence, the police arrested his brother
Musa Sylejmani and his wife Fatime Sylejmani, who had come from
Germany on this occasion. The police confiscated their passports
and expelled all guests who came for condolence, from the house.

May 1st,

KAMENICA: Zylfi Rexhep Krasniqi from the village of Dajkoc, was
arrested for weapons, brutally physically ill-treated for three
hours and ordered to report again to the police.
PODUJEVA: The police raided for weapons the homes of Ramadan
Mehmeti and Rrahman Ramadani, who was beaten in front of his family
members. The police beat also Adem Ahmeti who was as a guest at
Rrahman's.
Samet Beqiri from the village of Gllamnik, in a statement
given to our Council, said that for several days the Serbian police
is interested in the address of his brother Shefqet Beqiri who is
sheltered in Germany.

May 2nd,

SHTIME: According to the information collected after the killing of
the policeman Milenko Vu^iq last week, more than 30 homes of
Albanians were raided up to now. Premises and furniture were
demolished, the men were physically ill-treated in front of their
family members and taken to the police station, the women were
insulted and provoked, the children were harassed, and in some
cases the police threatened "that all of them will be expelled to
Albania". A large number of people, pupils and passers-by were
taken in the street, in the busses or at their homes and were
brutally beaten. There were also some cases of plunderings of
citizens. For example, the citizen Nuhi Bislimi (1943) from
Shtimje, declared that after the raids by the police he was missing
a camera, a special electric battery, and an electric razor. Our
sub-council in Shtimje sent a list of 97 Albanians in this district
who were raided, arrested or physically ill-treated since 22 April
up to now, with the remark that this list even would be longer, but
many of the ill-treated persons were afraid to report to the
council. On the list are the following names: Halim Baftiu, Dr.

FERIZAJ: Aqif Veseli was summoned for weapons to the police
station.
PRIZREN: G&zim Morina from Landovica village was kept for weapons
at the police station and was physically ill-treated for 6 hours
yesterday and for 3 hours today.
MITROVICA: Xhemajl Isak Murseli (21), Ilir Dervish Fazliu (33),
Nexhat Halil Qubreli (34) and Asllan Avdi Maliqi (38) from "Ura e
Gjakut" quarter, were arrested and kept for two hours at the police
station in connection with the killing of Dragana Neshiq (19) last
week. On this pretext, more than 27 persons were taken to the
police station and were kept from 2 to 10 hours.
HANI I ELEZIT: Vaid, Shaban and Nuredin Hasanllari, all of them
from Hani i Elezit, were taken for weapons to the police station.
Metali Lusnjani, Abdi Xhelil Kalloshi, and the wife of the late
Nijazi Berisha, all of them from Godanca village, were summoned for


weapons to the police station.

VUSHTRRI: The police arrested in the street Miran Xhafa, pensioner,
while he was going to a funeral with a group of villagers. The
police wanted weapons from him.
GJILAN: The regional court rejected the charge of 12 employees who
were dismissed from their jobs on November 1, 1991 as
"technological surplus" at the social trading enterprise "16
N&ntori". The charges were brought by Mevlude Sinani from
Malisheva, Shaban Ajvazi from Livo^i i Ep&rm village, Bajram Avdiu
from P&rlepnica village, Tefik Haziri, Emine Azizi, Ruzhdi Shkodra,
Ismajl Haki Murati, Abdulla K&r^eli, Murat Ramadani, Gursel
Sherifi, Sherife Rexhepi and Lirie Pajaziti, all of them from
Gjilan.

May 3rd,

GLLOGOVC: From 4 a.m., large Serbian police squads surrounded and
raided many Albanian families in the villages of the district.
During these raids, they demolished all the furniture in the
houses, beat the men in front of their family members, many of whom
were also arrested and physically ill-treated and suffered body
injuries why they are now in the hospitals. Up to now, we managed
to get some of the names of the raided families: in Poklek i Ri
village: Sefer Qorri (1945), employee of "Ferronik&l", Ferat Halil
Hoti (1959), employee of "Feronik&l", Hajdar Zogjani (1951),
employee dismissed from his job; Sherife Limani was raided, and
Avdush Rexhep Dobruna (16) from Llozica village (Malisheva) was
arrested, while he was as a guest at Sherife's house; in Poklek i
Vjet&r village: Shefqet Bucolli (49), Migjen Bucolli (25), Gazmend
Bucolli (19), Hamdi Bucolli (55), Adem Bucolli (15), Istref
Bucolli, Lulzim Bucolli, Anica Bucolli (51), Sokol Bucolli (52),
Platon Bucolli (22), Nazmi Bucolli (43), Mehdi Bucolli (43), all of
them from Poklek i Vjet&r village, as well as Hajdin Hasani from
Strofc village (Vushtrri); in T&rstenik village: Fazli Ali Gjoka
(1958), metallurgist, Bajram Fazli Gjoka (18), Murat Ali Gjoka
(1968), Ragip Gjoka (1972), Shaip Gjoka (12), Shaban Gjoka (1936),
Hamdi Ali Gjoka (1953), Ferat J. Gjoka (1949), and Mehdi Ferat
Gjoka (1978); in Nekofc village: Shaip Zeka, very sick, and his
daughters Naxhije (1979) and Nazmije (1982), Xhemail A. Zekaj (the
policemen fired with fire arms and almost killed Ahmet's wife),
Mehmet Zekaj, Isa Zekaj, Ekrem I. Zekaj, Ragip Zekaj; in Fushtica
e Ep&rme village: Brahim Salih Byty^i (1933) and his sons Jetullah,
Hajrullah, Fetah and Zymer, and his nephews Dini (18) and Abedin
(16), his guest Halil Mustafa from Abrija e Ul&t village
(Skenderaj), Musa, Hysni, Kadri and Isuf Hajdari, Ferat Zenel
Ismali and his three sons Zenel (1974), Fadil (1977) and Ibrahim
(1978), and his guest Xhevdet Plakaj from Nekofc village, Halil
Zogjani (60), Ruzhdi Hoti (60), Bajram Hoti, Murat Ismaili (pupil
of the III-rd degree of the secondary school), Bekim Latifi (18),
also pupil.
FERIZAJ: Zahir Shabani was searched by two policemen in his house
in "Lagjja e Re" quarter, and as he was not at home, they took
hostage his wife Havushe and his daughter Shqipe (11) who were kept
at the police station for three and a half hours.
KAMENICA: The policeman Zhika Filiq interrogated for weapons Rexhep
Salihu, member of our Sub-council, who was also taken for weapons
some times before.
PRIZREN: The police is since some time ill-treating the owners of
the travel agencies "Fati-Tours" and "Sokol Tours" who usually are
operating the Ljubljana-Prizren line. Last time, they were kept for
three and a half hours for "informative talks" at the police
station of Suhareka.
MALISHEVA: The social flats of Xhylerije Gashi-Krasniqi from Negroc
and Syl& Krasniqi from Drenoc village (Malisheva), both of them in
Kijeva, were violently usurped by two Serbian families.
PRISHTINA: Some minutes after midnight, two cars came down from the
main street, and the policemen started firing and insulting the
pupils Alban Ismaili (1976), living at "Biha^" str. 1, and Ismail
Isufi (1978), living at "Biha^" str..12, who were going home in
this moment. They managed to escape and to hide behind a pharmacy
in the street. When the cars drove away, the pupils escaped, too.
For two months now, the Serbian authorities are refusing the entry
visas to a delegation of the "Christians and Katedralskole" from
Kristiansand of Norway, headed by Arne Rosenhold. They were
supposed to visit the "Xhevdet Doda" secondary school in Prishtina.
For a month now, more than 1000 Albanian traders are on strike
because of the very high taxes on the stands of the green and
clothes market of Prishtina. The local authorities raised the
monthly taxes from 320 dinars to 1.200 dinars per stand, while this
taxes in Belgrade amount to 50-60 dinars.

DELAYED INFORMATION:

FERIZAJ: On April 27 in the market of the town, the police
plundered goods in a value of 700 DM from Shukri Llabjani from
Syr^ina village, took him with them, brutally beat him up and
insulted him. The police also plundered other traders of the market
of Ferizaj. On April 27, were taken for weapons Jakup Zeqiri (75)
and his sons Ismajl and Mustafa from Balaj village.
KAMENICA: On April 24, the Serbian police searched weapons
from Aziz Hoti from Mu^iv&rc village, on April 20 and 22, from
Bajram Shaban Dermaku (1974), and on April 27, from Imer Dermaku
(1960), and Selami Dermaku, all of them from Shipashnica e Ep&rme
village.
VITI: On April 19, 24 and 25, Haqif Pajaziti (1939) and Sabit
Pajaziti (57) from Zhiti village, were summoned for weapons. Haqif
was physically ill-treated at the police station.
PODUJEVA: Shemsi Sylejmani (1948), unemployed economist, after a 12
months' stay in Germany, came back to Kosova on April 20, but he
was arrested at Prishtina airport and immediately sent back to
Belgrade airport, where he still is kept under arrest. On April 23,
Musa Bilalli, former reserve lieutenant of the Yugoslavian Army. On
April 26, the police raided for weapons the house of Haki Hyseni
and demolished the furniture.
VUSHTRRI: On April 27, the police searched weapons from Nuredin
Latifi, Ukshin, Zeqir and Shaban Xhafa, all of them from Sfara^ak
i Ul&t village, and from Hazir and Idriz Hasani from Vushtrri.
KA^ANIK: On April 23, Hajrush Arif Dullovi (1961), chemist and
member of the local LDK chairmanship of Ka^anik, was taken for
"informative talks" about his political activities. On April 25,
Zaim Salihaj, pupil, was stopped in the street, and as he had no
ID-card with him, the policemen took a golden necklace from him,
released him and ordered him to report again to the police station.
The police entered the yard of Ismail I. Bala's house at "E.
Duraku" str. 135, while they were persecuting a boy who was selling
cigarettes. They threatened Ismail's daughter, Lumnije I. Bala
(1969) to tell them about the little boy. All other family members,
women and children, were terrified from the police's brutality.
OBILIQ: The police interfered in an event at the "Hasan Tahsini"
technical secondary school, where school day was celebrated. The
police interrogated Imer Hamiti, the school's principal, and
checked the identity of the guests from "OXFAM" organization.
GJAKOVA: The priest Viktor Sopi (1957) and Sister Roza Serafin
^erkini (1959), both on duty at the catholic church of Bistrazhin
village (Gjakova), released a statement on the vandal attack by
masked people who were talking Serbian, on Saturday 3 February 1996
at 02.15 a.m. Mr. Sopi stated on the physical tortures and threats
by the attackers, Sister Roza on the threats and the terrible
ill-treatments. The attackers searched weapons in the church, and
they left without taking anything, which means they were not just
ordinary thieves, but "people behind whom was a very strong hand".

ON THE WIDESPREAD REPRESSION AND HARASSMENT PERPETRATED BY THE

SERBIAN POLICE AND OTHER AUTHORITIES IN KOSOVA FROM APRIL 14 UNTIL
APRIL 21, 1996

On April 21 at about 00.30, Zlatko Jovanovic shot Armend Selim
Daci (1976), student of the Medical Faculty of Prishtina, born in
Irzniq village (De^an), from the balcony of his flat on the fifth
floor in the quarter "Bregu i Diellit" of Prishtina. Armend was
coming back from a birthday party together with his friend
Kushtrim Sejdiu. According to the Serbian press, Zlatko Jovanovic
stated that he "did not mean to kill him, but just wanted to
frighten him". During the last two months, this is the third victim
among the Albanian civilians from De=FEan, all of them murdered by
Serbian civilians. After theses deaths, the situation in this
district is very tense. The late Armend Selim Daci was an excellent
student of the second year of the Medical Faculty, and the day when
he was killed, he just had passed an exam. Armend's father Selim
Daci is a professor of history at the Philosophical Faculty of the
University of Prishtina.

April 14th,

PRIZREN: Miftar Bajraktari (60), a farmer from the village of
Dushanova, was summoned for weapons to the police.
KAMENICA: The police searched weapons from Ahmet Kastrati, Abedin
Shefqet Rrudhani (1957), and Sefedin Kryeziu (80) in the village of
Rogaqica, as well as from Limon Leci from the village of Hodonoc.
As the police failed to find any weapon, they threatened that they
will come again.

April 15th,

MITROVICA: Two policemen confiscated sand, loaded on the cart of
Abedin Shaban Beka (19) and Safet Kadri Beka (21) from the village
of Gushevc, who had taken the sand nearby the river Ibri next to
their fields. Meanwhile, a market inspector loaded sand from 21
other carts on a truck which was parked on the square in front of
the Haxhi Veseli Mosque.
VITI: On 12, 13 and 14 April, Metush Selimi (1924), a farmer from
the village of Goden, was summoned, and on 15 April, he reported
for weapons to the police. The police searched weapons also from
Tahir Nuhiu and Halit Sahiti from the village of Goden, presently
employed in Switzerland. Instead of Tahir, his son Sami Nuhiu (26)
reported to the police.

April 16th,

PRISHTINA: The chairman of the Students' Independent Union of the
Medical Faculty of Prishtina Fejzullah Abdullahu was taken for
"informative talks" about his participation in the Students'
conference of the Balkan's universities, about the work of the
students' ambulance and his political activities by the Serbian
state security authorities.
The Serbian compulsory authorities allowed the installation of
a "Luna-Park" in front of the "Xhevdet Doda" high school, although
the school year has not finished yet. At the University's ground,
the foundation of a "Youth's Park" was permitted, where are
supposed to be erected busts of Serbian personalities.
The police searched at his home the former director of the
temporary newspaper "Forumi" Shaip Beqiri who, after the newspaper
was not published anymore, found shelter abroad. The police
searched at his home also Mehmet Latifi (1965) who is also abroad.
The strike of the Albanian traders of the market of Prishtina
continues for the third week. Until now, no one intervened in order
to solve the contflict between them and the Serbian district
authorities.
GJAKOVA: It was anounced that on 23 April, the trial of the
Albanian school activists of Gjakova, sentenced in first instance
by the district court of Peja in July, 1994 for "endangering the
territorial integrity of the FR of Yugoslavia" will re-start at the
supreme court of Serbia in Belgrade. The persons who were sentenced
are: Shaban Deva to a term of 3 years' imprisonment, Afrim Domi to
a term of 2 years' imprisonment, G&zim Bejtullahu and Feti Dashi to
a term of 1 year's imprisonment.
LIPJAN: For almost one year now, Muhamet L. Bytyqi, seasonal worker
from the village of Kraishta, sentenced to a term of 2 years'
imprisonment in connection with the events in November 1994, when
the Albanian University of Tetova was established, is serving his
sentence in the prison of Idrizova near Shkupi.
PODUJEVA: Ejup Latifi, principal of the primary school of the
village of Pollata, was sent to serve a term of 60 days'
imprisonment for keeping weapons without permit. The police
searched weapons also from Ruzhdi Arifi, chairman of the local LDK
branch of the village of Pollata, Hajdin Ademi, Xhafer Babatinca,
and Rrahman Jashari from Podujeva. On 12, 15 and 16 April, the
police searched at his home in the village of Bellopoja Rrahim
Hajdini (1955) who is in Germany. Instead of him, his father Rexhep
Hajdini reported to the police .
MITROVICA: Nearby the bus station, two Serbian policemen checked
the identity of and arrested the young men Bastri Shaban Beqiri
(17), Fahri Ramadan Preteni (17), and Xhevdet Selman Preteni (18),
pupils of the "Architect Sinani" technical secondary school. As
they did not know to answer in Serbian, the police beat them and
threatened that they will beat them everytime they see them with
school bags.
VUSHTRRI: Jeset Kadriu (1963) from the village of Gurbardh, was
taken for weapons to the police, physically ill-treated and
interrogated about his brothers Ismet, who has been sentenced for
participation in demonstrations in 1981, and Muharrem.
FERIZAJ: Ismail Hyseni, member of the district government, was
taken to the police interrogated about his political activities.
The Serbian police searched weapons at the home of Milaim Veseli in
the village of Greme, and threatened his wife and his daughter that
they will be taken to the police station, if Milaim does not hand
over a rifle.

April 17th,

TETOVA: At the district court, the trial of Nexhat Hyseni, Mezadin
Rexhepi, and Reshat Xhabiri started. They are accused for
collection of material means for the University of Tetova "without
having been authorized by the MPB of Macedonia".
SUHAREKA: Two policemen of the local police station of Mushitisht
entered the premises of the "Gj. K. Sk&nderbeu" primary school of
the village of Sallagrazhda and confiscated the school's
documentation, the pupils' certificates and works and arrested the
school's secretary Natal Bullakaj (1965) who was kept at the police
for 3 hours, interrogated about the lessons and financing of school
and was ordered to bring by the school's stamps.
OBILIQ: Ukshin and Faik Mjekiqi were summoned for weapons to the
police station.

April 18th,

VUSHTRRI: The local police squad of Prilluzhje village, headed by
Dejan Trajkovic, searched weapons in the house of Bahri Hasani in
Strovc village. As they did not find any weapons, the police
summoned Bahri to report to the police station, where he was
physically ill-treated.
FERIZAJ: The trial of Habir Morina, chairman in charge of the local
LDK Branch, started today at the court for petty offenses. He is
accused for a meeting which was held in December last year at LDK's
premises.
During this meeting, the police interfered and arrested 20
participants. Two policemen interfered in the "Fazli Obrazhda"
primary school of Komogllav& village and interrogated Rrahim
Sadiku, the school's principal, and Azem Ismajli, employed at this
school.

April 19th,

GJILAN: Hasan Rexhepi (1911), farmer, and Bashkim Hasani (1970),
unemployed, from Llashtica village, were arrested for weapons and
were physically ill-treated. Hasan's son Nuhi Rexhepi (1944),
farmer, was searched by the police, and all of them were summoned
to report to the police station. Rexhep Halimi (1956), teacher from
Zhegra village, was summoned to the police station. He was searched
for a revolver which belongs to Shukri Salihu, owner of the house
where Rexhep lives and who is now in Switzerland.
SHTIME: Ruzhdi Jashari (1955), activist of the Sub-council for the
defence of human rights and freedoms in Shtime, was summoned to
report to the security center of Ferizaj.
PRIZREN: The bust of the Albanian national hero of World War II was
taken away according to an order of the Serbian compulsory
principal of the "Fadil Hisari" primary school.

DELAYED INFORMATION

GJILAN: The following persons were summoned for weapons to the
police station: on April 10 - Januz R. Hoxha (1965), agricultural
technician, Besnik J. Hoxha (1967), engineer, Ramiz S. Musliu
(1940), employee, and Ramadan M. Bllaca (1961), all of them from
C=D9rnica village; on Apil 12 - Salih Muji (1961), unemployed, from
Bresalci village. Januz Hoxha was sent to serve a term of 2 months'
imprisonment, he was sentenced to 4 years ago. Ramadan M. Bllaca
was physically ill-treated at the police station, while Salih Nuji
was physically ill-treated in front of the family members and at
the police station.
KAMENICA: Zijadin Spahiu (1952) from Mu^iv&rc village, secretary of
the coordination group of the Albanian political parties, was
summoned for "informative talks" to the Serbian state security
center of Kamenica.
SUHAREKA: On April 1, 4, 8, 9 and 10, Xhavit J. Basha, member of
the chairmanship of the local LDK sub-branch of Vraniq village, was
raided, summoned to the police station and arrested. On April 9, 10
and 11, the following persons were taken for "informative talks":
Syl& H. Basha, Syl& J. Basha, Jakup A. Llugaxhiu, Sahit J.
Llugaxhiu, Ajet S. Shehu, Agim B. Basha, Hetem H. Kolgeci, Ali F.
Kolgeci, Haxhi H. Kolgeci, bill-collector of the financing sub-
council, and brothers Sokol and Xhavit H. Kolgeci. Syl& J. Basha
and Agim H. Basha were physically ill-treated at the police
station.
OBILIQ: The following persons were summoned to the police: on April
5, Sejdi Sadiku, Daut and Jakup Tha^i; on April 12, Abdurrahim,
Bedri and Nazmi Kelmendi, all of them from the village of Sibovc;
on April 10, Sabit Gashi; and on April 12, Vehbi Gashi, both of
them from the village of Raskova. Vehbi's home was also raided.
VUSHTRRI: On April 12, Dragan Milin=FEiq and Xhavit Ali Jashari (a
gipsy), together with two other gipsies, stopped Jusuf Dumnica (63)
200 metres away from his home, beat and plundered him. As he was
seriously injured, he is now in the intensive care ward of the
hospital of Prishtina. Dragan and Xhavit were arrested by the
police and brought to the prison of Mitrovica.
VITI: On April 13 at the border crossing point of Macedonia in the
village of Bllaca, the Macedonian police confiscated 24.500 DM from
Ejup Ismajli from the village of Begunca, who was returning from
Germany, where he is temporarily employed, even though Ejup had
reported the money at Shkupi airport according to the decree in
force. The statement, he had given at the airport, was considered
"false" by the police.
MITROVICA: On April 1, 2, 4 and 6, Latif Ahmet Latifi (63) and his
sons Bahri (36), Sami (30), and Ferki (19), all of them from Shipol
village, were taken or summoned for weapons.
KA^ANIK: On April 3, Sherif Kova^i (1930) and his son Selajdin
Kova^i (1967) were summoned for weapons to the police station. On
April 6, the police interfered and interrupted the soccer game
between the teams of "Proka" and "Elita". On April 10, Sadri Avdi
Krasniqi, 15 years old, was beaten in his store in Ka^aniku i
Vjet&r village, just because he had left some empty bottles in
front of the store. On April 13 in Doganaj village, the police
summoned for weapons and physically ill-treated Halil Hamdi Rak^a
(1959), unemployed. In Gajre village, Islam Q. Spahiu was searched
for weapons, and his brother Fahri Spahiu was taken to the police
station and was physically ill-treated.
FERIZAJ: On April 8, 9, 10 and 11, the following persons were
ill-treated for weapons: Syl=D9 Hasani, Mehdi Ferizi, Bajram Sedolli,
Shaip Seldiu, and Isuf Kadriu, all of them from Papaz village. Syl&
Hasani was interrogated about his sons Naim and Habib, Mehdi Ferizi
about his son Lulzim, who all found shelter abroad.
SHTIME: On April 12 early in the morning, a squad consisting of 37
policemen, surrounded Ademaj quarter of Petrova village to catch
Sihat Ademaj, sentenced to prison some time ago. As Sihat tried to
escape, the policemen started to shoot and caught him. They beat
him first in front of his family members and then took him with
them, and sent him to serve the sentence in the Dubrava prison of
Istog. During this act, the police beat also Sihat's son Arben
Ademaj. On April 12 and 13, Nexhat Salihu from Muzeqina village,
was taken for weapons to the police station and was physically
ill-treated. Sami Dugolli was taken for weapons to the police
station. Raif Rushiti from Rashinca village, member of the communal
financing council of Shtime, was summoned to the local security
center of Ferizaj. On April 13, the Macedonian police at the border
with Kosova confiscated 4.300 DM from Ramush Qarri and 1.300 DM
from Hajrush Qarri from Shtime, who are temporarily working abroad
and came back home for a funeral.
DRAGASH: On April 9 and 11, Samet Shyq&riu, member of the
chairmanship of the local LDK branch in Dragash, was taken for
weapons to the police station, was physically ill-treated, ordered
to report again on April 15, and threatened not to report his
"case" anywhere.
LIPJAN: On April 9 and 10 in the prison of Lipjan, Serbian
guardians beat the prisoners Sejfullah Sahat^iu and Shefqet Baqaj
from Gjakova, sentenced to a term of 6 years' imprisonment in the
trial of the former policemen in July last year. The reason for the
beating was a statement about the very bad conditions in the prison
written in Albanian by the prisoners. On April 12, Emin Troshupa
(64) from Rufci i Ri village, was taken for weapons to the police
station and was physically ill-treated.
SKENDERAJ: On April 12, Asllan Sallahu, chairman of the local LDK
sub-branch in Krasaliq village, was taken for weapons to the police
station and was physically ill-treated. He was interrogated also
about his political activities.
MALISHEVA: In the night between April 11 and 12 at about midnight,
a local Serbian police squad of Kijeva entered the house of Sokol
Kryeziu in Bubavec village and searched for weapons, arrested
Sokol, kept him for some hours at the police station, physically
ill-treated him and released him with the words: "If you don't have
any weapons, money will do as well". Afterwards, the police
searched for Ramadan Kryeziu.
