Another exemption mentioned was:
"- allow college professors, film students and documentary filmmakers to
break copy-protection measures on DVDs so they can embed clips for
educational purposes, criticism, commentary and noncommercial videos."

So if one is allowed to "...break copy-protection measures on DVDs...",
yet the DMCA act says one is NOT allowed to "reverse engeenier", is this
an exemption to the DMCA? And how is it that the Library of Congress
has these powers? I thought Legislators only had this power, and the
judicial had to power to either interpret or deem it not constitutional?
