Ogg choppy at 500 bitrate?

I've discovered recently that my system is having a hard time playing
ogg at -q10 which is 500 bitrate. This seems silly to me because I know
I can play wavs and flac no problem. I can play oggs at a lower bitrate,
like -q9 320 bitrate. I've posted on the ubuntu forum with no response.
I figure I need to raise the priorty of something, but I'm not sure
what. This happens both in rhythmbox and mplayer, so I assume it's the
same across the platform. Any ideas?

So are these oggs you ripped? Do you have a way to get the rip
properties of the .ogg?

My thinking is that if you are playing back at a bitrate that is at
odds with the sample rate of the original rip, there might be a
problem with the bitrate conversion. Ogg is a variable rate encoding,
but it every ogg should have a min & max encoding rate and a sample
rate associated with it. Won't mplayer automatically detect this and
play each ogg at an optimal rate?

is it being decoded completely by the cpu or is there an on-board sound card? It's possible it's the sound-card's fault, it's trying to decode it and it doesn't have the power. Is there any way in any of those programs to make sure the decoding is all being done in software(cpu)? That would be my guess.
