I am wanting to setup a back up server that can backup a mysql database from one computer, and documents and photos from three or four other computer, config files from another server, and potentially file from a remote windows box.

You can setup BackupPC to do that [ http://backuppc.sourceforge.net/ ].  Not the easiest thing in the world to get setup, but I've heard good things about it.

I would suggest rsync over ssh set as a cron for the *nix environment and use a free Windows backup program such as GFI backup or cobian on a schedule to backup the Windows files (encrypted) over a mounted samba/sftp connection (depending on VPN access) to the *nix backup server.

If you are going to backup to tape then I would suggest looking at
Bacula.

The other thing that i forgot to mention is that it will be backing up to a harddrive and then once a week onto dvds.

Bacula can do that, but the file format on DVD will be Bacula specific.
The advantage here is an agent on each machine that can take advantage
of stuff like VSS, and running local scripts from the agent to get stuff
ready to be backed up. The Bacula server can stage to disk and I am
pretty sure there is a DVD driver for getting from stage to DVD. This is
probably the one where all your steps are covered by one product.
However, it is not the simplest thing to drive and you have lots of
config files to manage.

BackupPC will get the files from the remote systems to your hard drive
and then you will need to find a tool or write a script to get them on
to DVD. The wins with BackupPC will be that your users can restore stuff
without your intervention and also it does some rudimentary
de-duplication which may save you some disk space.

Jon's suggestion will probably be the most flexible but you will be
relying on scripts for all of it. This is definitely the lightest
solution too but is the most reliant on your knowledge and wit.
