Ubuntu Re-Install Upgrade

I'm looking for the backup program that was mentioned at the LUG a
while back that would allow me to backup an ubuntu 9.10 system and
reinstall 10.04 as an upgraded clean install, then restore the
programs and everything to the new install.

I don't know what the program you mentioned earlier was, but my experience with doing backup + restores has been pretty good.  I just tar-up the /home partition, a couple of key files from /etc (i.e. for sshd, apache, and the passwd & group files).  Building the list of packages can be done via dpkg, though I'm not 100% sure what the arguments are to build the list (that can then theoretically be fed back into dpkg to reinstall them).

Someone pointed me towards "Back in Time" which automates backing up the
files in my home directory (or which ever directories I choose) creates
a snapshot and then can be set to update that snapshot on regular basis.
It is in the Ubuntu Software center. It is an extremely simple way t
oget the job done, easy enough that I'm actually making back-ups on a
semi-regular basis.

I could be wrong, but I think what he was looking for was someone
mentioned commands to run to export the installed package list so they
could be reinstalled on a new/another install.

I don't know if I would recommend that though since when I upgraded,
there were a lot of packages that had been depricated with this release
and removed. I don't remember the commands off hand, but I know you can
get a list of the installed packages with:
dpkg --get-selected

I'm beginning to think that the program mentioned was simple backup,
however, as you might know I run kubuntu, and the dependencies for
simple backup bring in most of gnome... not cool. I was looking for a
program which would give me a quick route to a system configured as it
was previously, but upgraded (yes, including packages, and backed up
files)... It doesn't look like I'm going to be getting the upgrade
done as I had hoped, (It's for my dad, and I'm at his house for just a
little bit here). I'd still like to know the best route to get to a
similarly configured system via the backup/reinstall route.
