I just heard about the event below. I'm too far from Hilo to get there, but perhaps someone else on this list can attend? To represent biochar's ability to offset greenhouse gasses - not just CO2, but N2O as reported since 2005 and demonstrated in Australia.

Public Workshop, Statewide Greenhouse Gas Workshop by Hawaii Greenhouse Gas Emissions Reduction Task Force, on effects of existing laws and state mandate for reducing emissions to 1990 levels or below in the next 11 years.

http://hawaii.gov/dbedt/info/energy/greenhouse/ it appears the task force will have subsequent workshop in Kona on the 17th, and Oahu on the 24th.
It would be good to find out whether the Task Force (created by a State law in 2007) is even aware of biochar. From their online materials, "Proposed GHG Reduction Work Plans", biochar does not appear. It does mention carbon offsets around page 80, but only briefly considers "no-till and low-till" and "afforestation".
