But when I try to add the api it is not there (see below)
I've confirmed that your email address (joseph.ko...@pesb.wa.gov) is on the list of users who should be able to view the BigQuery API in the API console. Can you confirm that you are using this address to view your project in the API console? It should be visible in the upper right corner.
Are you a member of any other Google trusted tester programs?

A few users have reported a slight delay in the BigQuery Service appearing in the Google Developer's Console, but this should be resolved. If you have received an invitation email and are not able to see the BigQuery service in the Developer Console, please send an email to bigquer...@google.com.
