Does this qualify as moving with "the normal speed of traffic"?

The question is would this be fast enough to qualify as "the normal
speed of traffic" as per California VC 21208?

It's hard to accelerate that quickly, even on a 6% downgrade. But it
does seem to even things up a bit with 50+ MPH traffic. Gotta love
that! :)

Excellent example of wind cheating.
 
And my stuff will only give you the capability of going +1 mph Faster.

Yes, a full 2 wheel Streamliner would be much faster, but I had to
compromise on what I could afford to buy, what I could actually buy
(real production machine), and the machine being practical enough to
use for commuting, ultras, randonneuring, even touring. So I bought a
Quest for local owner, barely used (100 miles on it and a few months
old):

And it's proved to me to be faster than all expectation, especially on
